On motion of Supervisor Comstock, and by vote of the Board, waived the County's normal bidding process due to the state of emergency and the safety of the public and delegate to staff the authority to develop procedures in cooperation with CalOES to ensure that the competitive bidding procedures that are developed by staff and CalOES meet FEMA requirements and authorized the Purchasing Agent and delegated Assistant Purchasing Agents to engage independent contractors to perform services related to the Valley Fire local emergency not to exceed $1 million dollars. The motion carried by the following vote:
Ayes- Supervisors: 4 - Comstock, Steele, Brown and Farrington
Absent- Supervisors: 1 - Smith
Clerk’s notes: County Administrative Officer Matt Perry presented the item to the Board. Public Works Director Scott DeLeon and Assistant Director Lars Ewing were present and spoke regarding damage caused by the Valley Fire such as the need to replace over 4,000 feet of guard rail, miles of roads with hazardous trees, the damaged bin-wall burned on Socrates Mine Road (a recently completed storm damage project) and the need to immediately address some of these hazards throughout the weekend. Mr. Perry and Mr. DeLeon noted that staff is working closely with CalOES Recovery Liason Sean Smith with regard to the competitive bidding requirements so as to not jeopardize reimbursement of federal monies from FEMA and CalOES. Mr. Smith was present and also spoke.
Matt Perry proposed that the language in the memorandum from staff be revised to read that "the normal County process is waived and that the Board delegate to staff authority to develop procedures in cooperation with CalOES to ensure that the competitive bidding procedures that are developed by staff and CalOES meet FEMA requirements. Find that the County's normal competitive bidding is waived due to the state of emergency and the safety of the public."
Chair Farrington asked if anyone wished to speak. No one present wished to speak and the public input portion of this item was closed.
4.2Discussion/Consideration of repopulation of affected fire areas
