There was Board consensus directing staff, haulers and the task force to meet and discuss the implementation of universal collection service and landfill expansion plans, as well as prepare a recommendation to the Solid Waste Task Force to bring back to the Board for implementation. There was also Board consensus for staff to allow the Import Contract to expire in 2016 and inform Solid Waste Solutions, Inc. staff by letter of the Board’s action so they can make necessary arrangements for exporting Mendocino’s refuse to another landfill.

9. Non-Timed Items

9.1Supervisors’ weekly calendar, travel and reports
9.2Status Reports/Updates of response and recovery efforts from OES, assisting agencies and/or community groups consequent to 2015 wildland fires.
Clerk’s notes: Public Works Director Scott DeLeon provided an update regarding rainfall, stating that road crews have not reported any flooding or downed trees within the burn scar and the department is currently seeking ROE's for properties with trees which are a threat to road right-of-ways. Disaster Recovery Coordinator Carol Huchingson informed the Board that the CalRecycle project is winding down. All but 92 sites have been cleared, 20 of which are too difficult to access is too difficult at this time given condition of land and rainfall. The plan is to clear those sites in the spring. Environmental Health Director Ray Ruminski reported that private contractors are still working. Roughly 290 Nuisance Abatement Notices were sent The list has significantly decreased since notice went out, with less than 100 properties needing to be abated. Requests may still be made to CalRecycle for assistance, however the deadline is Friday, January 22, 2016. Over 1,050-1,100 properties have been cleaned at this point. Project worksheets are due by 5:00 p.m. today for those projects that started early on in the disaster and will be ongoing in the months and years to come. Over 40 projects and $28 million has been spent on emergency responders, operation of the EOC, tree removal, roads etc. County Administrative Officer Matt Perry mentioned that staff is working with Jeff Lucas to prepare a grant with USDA/ EDA, involving $300,000 for long term recovery. Additionally, Ms. Huchingson reported that the tele-survey to owners and renters has not been successful, as callers are not interested in speaking at this time. She also provided a list of upcoming meetings regarding recovery efforts, all of which are listed on LakeCountyRecovers.com. There was Board consensus to direct staff to implement a 90-day deferral of payment for permit fees of those who were not insured and lost their home in 2015 wildfires. Permitters would have 90-days to seek reimbursement for cost, or pay on behalf of permitters, from non-profits and other organization who collected funds for fire victims.

There was Board consensus directing staff to explore options of separating the Department of Public Works and Department of Water Resources and combining the Department of Public Works and Department of Public Services. The Board would like this item be brought back in conjunction with the Mid-Year Budget Review.

County Counsel Anita Grant suggested meeting with the department heads involved, as well as Human Resources to gather questions and answers, and to broaden the scope of combinations and separation of said departments.
