By consensus of the Board, directed staff to start 30-day time period December 1, 2015 for notice of nuisance to abate, include a Right-of-Entry form and prioritize in steps with the areas most vulnerable to run off and erosion for public health and safety purposes (Anderson Springs).
Clerk’s notes: Environmental Health Director Ray Ruminski addressed the Board with suggestion of a deadline to sign up for the CalRecycle program, not to exclude anyone, but to start 30-day time period for notice of nuisance to abate and prioritize in steps with the areas most vulnerable to run off and erosion for public health and safety purposes. Staff will send a Right-of-Entry form with the letter and the forms will be accepted up until the day the County intends to abate. County Counsel Anita Grant suggested a Letter of Understanding be drafted to CalOES regardings state funding of these services. Chair Farrington asked if anyone wished to speak. Joan Moss spoke. 9. Non-Timed Items

9.1Supervisors’ weekly calendar, travel and reports
9.2(a) Status Reports/Updates of response and recovery efforts from OES and assisting agencies and/or community groups consequent to 2015 wildland fires; and (b) Status Reports/Updates from County staff regarding contracts executed for debris removal, tree removal, donation management and/or mutual aid with other Counties for emergency management and law enforcement.
Clerk’s notes: Recovery Coordinator Carol Huchingson provided an update on overall recovery efforts and stated the HiddenValley campground intends to close by noon on December 7, 2015; staff is coordinating with Hidden Valley Lake to prepare of a joint letter to folks at the campground regarding the reason for needing to vacate the campground being due to the close proximity of Gallagher Creek, with anticipation of heavyrain fall. There will be a resource fair Friday, November 20th from 4pm-7pm at Coyote Valley School, similar to a mini resource center. Chief Deputy CAO Jeff Rein (acting Donation Coordinator) reported that due to the enormity of donations, and at the suggestion of CalOES, he enlisted the services of California Conservation Corps (CCC) for the management of said donations. There was discussion at the EOC that the State would cover the costs of this contract which will be close to $262,000. He stated that once he realized how quickly the cost was rising he discontinued the use of their services and brought in AmeriCorp, who is free of charge. Mobile laundry mat needs electricity, water and sewer connections; however, there is concern of taking away from local businesses. Supervisor Steele suggested some funds donated to the credit unions be made available by way of an application, to fire victims needing laundry services. Ms. Huchingson said she would bring the suggestion to the donation task force. Undersheriff Macedo updated on law enfrocement efforts, continuing enhanced patrols. Regarding OES- it is vital the County put an after action report together so as to put a comprehensive Emergency Operation Plan for the County moving forward to be better prepared for future disasters. Special Districts Administrator Mark Dellinger presented a brief overview of potential for huge number of demand for use of Middletown Wastewater Treatment Plant property. First proposed by Calpine for the use of 15-acres come February 2016 for a period of 2-6 months for temporary housing for a crew to reconstruct cooling towers burned in the Valley Fire (currently working with County Counsel on a formal agreement with Calpine). Additionally, Department of Public Works has prepared a site to handle debris and such that may come in as a result of heavy rains. Request from a combination of PG&E, CalRecycle and CalOES needing temp storage area for trees that have come down. FEMA & U.S. Army Corp of Engineers are looking for temporary housing site for a period 18-24 month, possibly longer. Mr.Dellinger would like the Board to consider setting priorities for the use of the property. Community Development Director Richard Coel spoke about the South County permitting counter and staffing concerns. Goal is to start setting up November 23, 2015. Interim Public Services Director Kim Clymire reported the landfill operations are looking at a carry over of $3million in tipping fees from two companies that are hauling from under contract with the state. Staff has invoiced and spoken to them, both say they will pay. Mr.Clymire plans to bring back discussion in January regarding the impact of importing waste from Mendocino County. Supervisor Smith requested a solid waste task force update. Deputy Public Works Director Lars Ewing provided an update on a contract entered into for monitoring and marking of trees to be removed. Department of Public Works put out a Request for Proposals and received three proposals for removal of the trees. Tetra Tech will be monitoring the work of the selected contractor. Human Resources Director Kathy Ferguson addressed retiree waivers for extra help employment surrounding the Affordable Care Act. Matt Perry announced that Undersheriff Macedo is taking the lead on entering into Memoranda of Agreement with the law enforcement agencies who responded to the Valley Fire; there are over 30 agencies, some are charging while others are not. Mr. Perry will be entering into agreements for emergency management mutual aid agencies. 32 agencies responded to help in the Emergency Operations Center. On motion of Supervisor Steele, and by vote of the Board, approved the clarification that the Purchasing Agent and delegated Assistant Purchasing Agents are authorized to engage independent contractors to perform all services related to the Valley Fire local emergency not to exceed $1 million dollars after following the most restrictive County, State, and Federal procurement procedures, and directed that this authorization will terminate on the same date on which the Declaration of the Local Emergency due to wildland fires expires.
