On motion of Supervisor Comstock, and by vote of the Board, approved Lake County Air Quality Management District's draft budget for FY 2014-15 and adopt the recommendations of staff. The motion carried by the following vote:

On motion of Supervisor Brown, and by vote of the Board (4 ayes, Supervisor Farrington Nay), approved the FY 2014-15 Recommended Budget including amending BU 8480 -Soda Bay Water to add $500,000 in revenue account 5490 and appropriation account 63.04. Supervisor Brown offered Resolution 2014-78, and it was passed by roll call vote (4 ayes, Supervisor Farrington Nay). By consensus, the Board conceptually approved the creation of the Social Services Information Systems Supervisor classification and directed the Human Resources Director to complete the meet and confer process with the employee association; and authorized the affected department heads to proceed with purchasing the capital assets and filling the new positions prior to adoption of FY 2014-15 Budget as listed on staff’s memorandum dated June 10, 2014. Additionally, the Board directed staff to prepare budget strategies to be discussed during a workshop to be held during an upcoming board meeting in late July or early August.
Clerk’s notes: The Board adjourned as the Lake County Air Quality Management District Board of Directors and reconvened as the Board of Supervisors. County Administrative Officer Matt Perry presented the item, with the following staff responding to Board concerns: Social Services Director Carol Huchingson, Behavioral Health Director Kristy Kelly and Human Resources Director Kathy Ferguson. Chair Rushing asked if anyone present wished to speak and the following people spoke: John Brosnan and Betsy Cawn.
