MILITARY APPRECIATION MONTH IN LAKE COUNTY
WHEREAS, the freedom and security that citizens of the United States enjoy today are the direct results of the sacrifice and continued vigilance by the United States Armed Forces over the history of our great nation; and
WHEREAS, members of the United States Armed Forces, and the family members who support them, have preserved the liberties that enrich this nation, making it unique in the world community; and
WHEREAS, in 2004, the United States Congress passed a resolution proclaiming May as National Military Appreciation Month, calling all Americans to remember those who have given their lives in defense of freedom and to honor the men and women of our Armed Services who have served and continue to serve our Country; and
WHEREAS, the months of May and June were selected for this display of patriotism because during these months we celebrate Victory in Europe (VE) Day, Military Spouse Day, Loyalty Day, Armed Forces Day and Week, National Day of Prayer, Memorial Day, Navy Day, Army Day, and Flag Day; and
WHEREAS, the months of May and June are an opportunity to acknowledge and salute the families of those called away to duty; and
WHEREAS, Lake County is the place many veterans, close to 1 out every 12 residents, proudly call home; and
WHEREAS, the Lake County Board of Supervisors recognizes the courage and sacrifice of all veterans and active duty military personnel in our communities and throughout our nation.
NOW, THEREFORE, BE IT PROCLAIMED that the Lake County Board of Supervisors does hereby designate the month of May 2025 as Military Appreciation Month in Lake County and calls upon all residents to show their gratitude and appreciation for our Military personnel by the appropriate display of flags and ribbons.

5.2Approve Reissuance of Property Tax Refund Checks from FY 20/21 in the amounts of $949.71 and $771.64 to Angie Brossard

Executive Summary
The Auditor-Controller's office has received a request to reissue two checks that were not cashed within six months of the date of issuance and are now void.
Check numbers 808756 and 809565 were tax refunds in the amount of $973.71 and $771.64, issued to now deceased Merle Brossard on 11/19/2020 and 12/10/2020. The checks were misplaced and when found had exceeded the applicable reissue timeframe. The checks were canceled due to stale date. Surviving spouse Angie Brossard has requested the checks be reissued in her name. Attached is the supporting documentation for this request.
Government Code �29802 sets guidelines by which the Auditor-Controller or your Board may authorize replacement for void checks. The date of the checks falls outside the two-year timeframe allowable for the Auditor-Controller to approve reissuance; therefore, I respectfully request your approval to reissue the checks for Angie Brossard.

DESIGNATING MAY 2025 AS MATERNAL
MENTAL HEALTH AWARENESS MONTH IN LAKE COUNTY
WHEREAS, Pregnancy, childbirth, and the postpartum period are profound life transitions that can affect every aspect of a person's life-including their mental health. Maternal mental health struggles are the most common complication of pregnancy and childbirth, yet they often go unrecognized and untreated due to stigma, lack of screening, and barriers to care; and
WHEREAS, 1 in 5 women and 1 in 10 men will experience a perinatal mood or anxiety disorder such as postpartum depression, anxiety, obsessive-compulsive disorder, or post-traumatic stress disorder, making these conditions the most common complication of pregnancy; and
WHEREAS, untreated maternal mental health conditions can have long-term negative impacts on the birthing person, the infant, and the entire family, including disruptions to bonding, development, and family stability; and
WHEREAS, stigma and cultural silence around mental health during pregnancy and postpartum prevent many individuals from seeking help, sometimes suffering in silence for months or years; and
WHEREAS, struggles with mental health can affect any parent, regardless of age, race, or income level; and
WHEREAS, systemic disparities mean that Black, Indigenous, and other communities of color experience higher rates of maternal mental health conditions and face greater barriers to care, including discrimination, lack of access, and underdiagnosis; and
WHEREAS, pregnancy and postpartum mood and anxiety disorders are highly treatable through early screening, timely intervention, and access to culturally responsive and trauma-informed mental health care, which can lead to full recovery and improved outcomes; and
WHEREAS, Lake County Behavioral Health Services supports maternal mental health through investment in programs like Mother-Wise, a community-based initiative that offers free in-person and virtual support groups, mental health screenings, peer support, and a welcoming drop-in center where mothers can find connection, encouragement, and care without judgment; and
WHEREAS, programs like Mother-Wise help reduce isolation, increase awareness of available resources, and create a sense of community for new and expecting parents navigating the mental health challenges of pregnancy and postpartum; and
WHEREAS, all birthing people deserve to be heard, believed, and supported in their mental health journeys, and a community that centers wellness for new and expecting parents builds a stronger foundation for future generations.
NOW, THEREFORE, BE IT RESOLVED, that the Lake County Board of Supervisors does hereby proclaim May 2025 as Maternal Mental Health Awareness Month in Lake County and calls upon all residents, healthcare providers, and community leaders to join in breaking the stigma, supporting families, and ensuring that maternal mental health is a priority in our collective efforts to build a healthier community.

Executive Summary
The original agreement between the County of Lake and PlaceWorks for Planning Services was signed by the Board of Supervisors on September 12, 2023, and Amendment One to Agreement for Planning Services on February 27, 2024. The County and the Contractor now desire to amend said agreements to add compensation for additional services needed to support the Climate Adaption Plan and Safety Element.
With the addition of additional Planning Services to fulfill the requirements of the Climate Adaption Plan and Safety Element, PlaceWorks is essential to the County to deliver a robust Climate Adaption Plan and Safety Element. This additional project requires an increase to the contract limit of Fifty Thousand Dollars ($50,000) for total compensation not to exceed Two Million, One Hundred Twenty-Four Thousand, Nine Hundred Fifty-Four dollars ($2,124,954.)

Executive Summary
The 2024-2025 Victim-Witness Assistance Grant was applied for, subsequent to informing C.A.O. Susan Parker on September 17, 2024. This grant is offered by the California Office of Emergency Services (CalOES) which will reimburse Victim-Witness program costs of up to $347,324. There is no need for matching funds, as CalOES approved our request to waive 100% of the match. The 2024-2025 Grant Project will mark the 39th year that the Victim Witness Division of the Lake County District Attorney's Office has been funded, allowing the Victim Witness Division to continue to provide services to those individuals impacted by crimes in Lake County. The grant period will run from October 1, 2024 through September 30, 2025 and will pay for the majority of personnel and operating costs for the Victim Witness Division.

Executive Summary
California Health & Safety Code Section 40801 requires one Legal Professional, one Professional Engineer, one Medical Professional, and two Public Members be represented on the Hearing Board.
Robert Bridges has served as the Public Member on the LCAQMD Hearing Board for the past 3 years. Mr. Bridges previously served as Senior Deputy County Counsel for the County of Lake from 1977-2013. As a Senior Deputy County Counsel he worked with the LCAQMD for 36 years and therefore has a good knowledge and understanding of air quality and issues that come before the Hearing Board. Mr. Bridges has shown a strong interest in the community and environmental matters and is a long time resident of the County. Mr. Bridges is able to represent the public at formal and evidence-based hearings given the knowledge he has of the LCAQMD and how important air quality is.
The Hearing Board has rarely met in recent years, but prior years has met up to 8 times a year. The hearing process is both legalistic and technical in nature. Continuing Hearing Board members, as has been the case for the present Hearing Board, has helped greatly in making the process work smoothly and in the public's interest. Because of infrequent meetings, the advantages of having experienced Hearing Board members, and the fact that Mr. Bridges has indicated his willingness to continue, we ask that you reappoint him.
Staff believe the LCAQMD is fortunate to have Members with such strong credentials, history, and unique understanding of our community and environmental matters and are willing to continue to serve on the LCAQMD Hearing Board.

Re-appoint Robert Bridges as the Public Member to the LCAQMD Hearing Board for a three-year term.
5.9Approve Request to Close the Probation Department on Friday, May 30, 2025, from 12:00 p.m. - 5 p.m. for All-Staff Training

Executive Summary
New HAVA funding has been authorized by the state and federal governments to be used for election purposes.
The HAVA funds received pursuant to this contract shall be used for reimbursement for activities to improve the administration of elections for Federal Office, including to enhance election technology and make election security improvements, as authorized under sections 101, 103, and 104 of HAVA.
By adopting this Resolution, the county will be entering into an agreement, attached, with the Secretary of State to receive funds in the amount of $15,789.00 and authorize the Registrar of Voters to execute the agreement with the State. The term of the agreement is June 30, 2026.

Executive Summary
Legislature passed Assembly Bill No. 1824 requiring the Secretary of State to use funds appropriated in the Budget Act of 2018 for voting system replacement and award contracts to counties that provided reimbursement for funds spent by the counties on voting system replacement activities.
The County entered into an agreement with the Secretary of State and received a grant in the amount of $246,000 for participating activities outlined in Agreement No. 18G30117, approved by Resolution 2019-22. The County entered into an amended agreement with the Secretary of State outlined in Agreement No. 18G30117 - Amendment No. 1, approved by Resolution 2020-01, where an additional $152,594 was allocated to Lake County.
Agreement No. 18G30117 was set to terminate on June 30, 2022; and Lake County adopted Resolution No. 2022-32 approving Amendment No. 2 and extending the term of the contract to expire on December 31, 2024. On December 17, 2024, Lake County adopted Resolution No. 2024-132 approving Amendment No. 3 which extended the term of the contract to August 31, 2026.
Amendment No. 4 modifies reimbursement requirements set forth in Contract 18G30117.
The Secretary of State's Office requires that the Board of Supervisors adopt a resolution granting the Registrar of Voters the authority to enter into the proposed contract and authorize the execution of the agreement.

Summary
Attached for the Board's review and approval is Change Order No. 1 to the Agreement with Humboldt Fence for the Hill Road Correctional Facility Exterior Fencing Project, as well as a resolution to increase revenue and appropriations to adequately fund the project.
The proposed change order is for the addition of a sliding gate with motorized operator, keypad, and automatic exit, as well as the installation of card readers at that gate. The change order also adds five working days to the contract schedule. The change order proposes an increase of $45,434.00 to the original contract amount of $225,950.00 for a revised contract total of $271,384.00.
The adopted budget for FY 2024-25 includes capital appropriations of $250,000 for the project. To adequately cover the change order cost, the proposed resolution adds $25,000 of AB109 revenue, and an equivalent increase to the project capital appropriation, for a total appropriation of $275,000.

In December, the Sheriff's SAR was invited, on short notice, to apply for a grant from Direct Relief. Subsequently, the Sheriff's SAR has been awarded a grant totaling $15,000 specifically designed to enhance capacity by purchasing (1) standard ATV/UTV with Basic Rescue Equipment and a set of protective clothing, equipment and gear.
This grant is fully funded with no required matching funds from the County.
Please approve the attached resolution to allocate funding to the Sheriff/Coroner Budget 2201.

DESIGNATING MAY 15, 2025, AS CALIFORNIA PEACE OFFICERS' MEMORIAL DAY AND MAY 11-17, 2025, AS NATIONAL POLICE WEEK IN LAKE COUNTY
WHEREAS, of all the promises America offers, none is more precious or more elusive than the right to be free from crime and violence; and
WHEREAS, the dedicated men and women who have chosen law enforcement as a career face extraordinary risk and danger in preserving our freedom and security; and
WHEREAS, during the week of May 11-17, 2025, National Police Week is observed throughout the nation to recognize the hazardous work, serious responsibilities, and our strong commitment to our nation's peace officers; and
WHEREAS, in conjunction with that important observance, May 15 will be recognized as California Peace Officers' Memorial Day in commemoration of those noble officers who have tragically sacrificed their lives in the line-of-duty; and
WHEREAS, these special observances provide all Californians with the opportunity to appreciate the heroic men and women who have dedicated their lives to preserving public safety.
NOW, THEREFORE, BE IT PROCLAIMED, the Board of Supervisors of the County of Lake formally designates week of May 11-17, 2025, as National Police Week in Lake County and May 15, 2025, as California Peace Officers' Memorial Day in Lake County and encourages all citizens to remember those individuals who gave their lives for our safety and express appreciation to those who continue to dedicate themselves to making California a safer place in which to live.

WHEREAS, in 2004, the United States Congress passed a resolution proclaiming May as National Military Appreciation Month, calling all Americans to remember those who have given their lives in defense of freedom and to honor the men and women of our Armed Services who have served and continue to serve our Country; and
WHEREAS, the months of May and June were selected for this display of patriotism because during these months we celebrate Victory in Europe (VE) Day, Military Spouse Day, Loyalty Day, Armed Forces Day and Week, National Day of Prayer, Memorial Day, Navy Day, Army Day, and Flag Day; and
WHEREAS, the months of May and June are an opportunity to acknowledge and salute the families of those called away to duty; and
WHEREAS, Lake County is the place many veterans, close to 1 out every 12 residents, proudly call home; and
WHEREAS, the Lake County Board of Supervisors recognizes the courage and sacrifice of all veterans and active duty military personnel in our communities and throughout our nation.

WHEREAS, Pregnancy, childbirth, and the postpartum period are profound life transitions that can affect every aspect of a person's life-including their mental health. Maternal mental health struggles are the most common complication of pregnancy and childbirth, yet they often go unrecognized and untreated due to stigma, lack of screening, and barriers to care; and
WHEREAS, 1 in 5 women and 1 in 10 men will experience a perinatal mood or anxiety disorder such as postpartum depression, anxiety, obsessive-compulsive disorder, or post-traumatic stress disorder, making these conditions the most common complication of pregnancy; and
WHEREAS, untreated maternal mental health conditions can have long-term negative impacts on the birthing person, the infant, and the entire family, including disruptions to bonding, development, and family stability; and
WHEREAS, stigma and cultural silence around mental health during pregnancy and postpartum prevent many individuals from seeking help, sometimes suffering in silence for months or years; and
WHEREAS, struggles with mental health can affect any parent, regardless of age, race, or income level; and
WHEREAS, systemic disparities mean that Black, Indigenous, and other communities of color experience higher rates of maternal mental health conditions and face greater barriers to care, including discrimination, lack of access, and underdiagnosis; and
WHEREAS, pregnancy and postpartum mood and anxiety disorders are highly treatable through early screening, timely intervention, and access to culturally responsive and trauma-informed mental health care, which can lead to full recovery and improved outcomes; and
WHEREAS, Lake County Behavioral Health Services supports maternal mental health through investment in programs like Mother-Wise, a community-based initiative that offers free in-person and virtual support groups, mental health screenings, peer support, and a welcoming drop-in center where mothers can find connection, encouragement, and care without judgment; and
WHEREAS, programs like Mother-Wise help reduce isolation, increase awareness of available resources, and create a sense of community for new and expecting parents navigating the mental health challenges of pregnancy and postpartum; and
WHEREAS, all birthing people deserve to be heard, believed, and supported in their mental health journeys, and a community that centers wellness for new and expecting parents builds a stronger foundation for future generations.

The Master Fee Schedule established by your Board provides the public with a convenient and transparent single source document that reflects all County service fees. In adopting the initial Master Fee Schedule, your Board expressed intent that it be routinely updated, and established the authority and procedures to accomplish such updates. Consequently, in accordance with Article XXVIII in Chapter 2 of the County Code, a Resolution adopting updates to the Master Fee Schedule is presented for your consideration.
The attached Resolution and exhibit reflect staff's recommendation to amend fees for Animal Care and Control, Auditor-Controller/County Clerk, Building Safety Division, Code Enforcement, Environmental Health, Planning Division, Public Health, Public Services, Public Works, Sheriff and Water Resources. The Animal Care and Control department is requesting reorganization of the structure of fees and updating the way adoption fees are classified. Auditor-Controller/County Clerk and Sheriff's Department is requesting changes to fees to match Government Codes. Building and Safety, Code Enforcement, Planning Department, Public Services, Public Works and Water Resources is requesting changes due to CPI increase. Environmental Health is requesting Tobacco Retail License fees be added per Ordinance 3141 Section 9-128 (a) and Section 9-129. Public Health is requesting Ambulance Permit Fees be added per Ordinance 3147/Resolution 95-218.
Staff are recommending this annual update to the Master Fee Schedule to reflect the actual costs associated with providing the specified services. All fees set forth in this Master Fee Schedule adjustment shall become effective 07/01/2025, except for Building and Safety and Planning Department which will take effect 7/12/2025 pursuant to Government Code 66017 (a) as stated in the Resolution.

On Election Night, November 5, 2024, 7,960 ballots were counted and reported, nearly 29% of the 27,127 total votes cast. During the following week, the Registrar of Voters Office processed approximately 681 ballots-despite our team operating at full capacity. This reduced pace is not due to a lack of commitment or effort; rather, it reflects the structural limitations of an office that has outgrown its current resources.
We are asking for your support to address this gap-not through a change to certification timelines, but through targeted, cost-effective investments that will allow our team to meet rising demands and public expectations.
Background
Lake County's elections office performs every task required of larger counties, with significantly fewer staff and outdated infrastructure. Our ability to deliver accurate, timely, and transparent election results depends on aligning our operational capacity with the complexity of our mandate.
The public sees seamless voting. Behind the scenes, we're working around the clock with minimal margin for error-and no margin for delay. Without meaningful investment, we cannot sustain this performance, let alone improve it.
Targeted Solutions for Faster Results:
1. Priority 1 - Immediate Efficiency Gains (Directly impacts canvass speed and reporting frequency)
o 1 Full-Time Elections Technician (IT/GIS): Adds internal capacity for ballot layout, mapping, equipment troubleshooting, and election system performance-key bottlenecks during tabulation.
o Reclassification of 1 Elections Specialist to Analyst: Streamlines campaign finance oversight, public records response, and data tracking-freeing technical staff to focus on ballot processing.
o 6 Additional Extra Help Staff for Canvass Period: Enables shift work to maintain ballot processing throughout extended hours, reducing multi-day delays.
o Replacement of Aging Ballot Scanner: The existing tabulation scanner has reached the end of its life. A new unit will significantly improve ballot throughput during the first critical days after Election Day.
2. Priority 2 - Staffing Structure for Stability and Scalability (Improves workload distribution and election preparedness)
o 1.5 Additional FTE: A full-time Elections Manager to supervise day-to-day operations and staff, and a part-time Elections Specialist to support office coverage and continuity during high-volume election periods.
3. Priority 3 - Infrastructure to Sustain Speed & Accuracy (Eliminates major structural obstacles to quicker turnaround)
o Signature Verification System: Signature matching is one of the most labor-intensive tasks in vote-by-mail processing. Automating even 20% of this work will accelerate ballot qualification and allow earlier reporting.
o Facility Expansion (~4,000 sq. ft.): Our current space constrains staff movement, equipment layout, and public accessibility. A larger facility would accommodate secure, high-volume processing and support early voting and training.
4. Priority 4 - Support Operations and Long-Term Planning (Improves reliability of critical election-day and off-cycle functions)
o Department-Owned Elections Van: Needed to conduct legally required accessibility surveys, ensure secure and timely ballot box retrieval, and support election-day logistics.
o Planning for System Modernization: Begin developing a long-term roadmap to replace and modernize our Election Information Management System and voting equipment, both of which are aging and increasingly vulnerable to failure.
Fiscal Impact
Wherever possible, we have structured this request to prioritize operational efficiency and long-term savings. These recommendations reflect a broad review of comparable elections offices across the state and a thorough internal assessment of Lake County's current staffing, systems, and workflow.
If the Board is amenable to moving forward with these recommendations, we will conduct further research and return with detailed cost projections and staffing models to guide implementation in a transparent and fiscally responsible manner.
Recommendation
Approve phased investments in staffing, infrastructure, and technology to improve the timeliness, efficiency, and sustainability of Lake County's election operations. These requests respond directly to the Board's interest in accelerating election result reporting while maintaining the current state-mandated certification timeline.
Conclusion:
This proposal directly supports the Board's interest in accelerating election results while maintaining compliance with California's certification deadlines. These are not luxury items. They are foundational needs for any county seeking to run modern, trusted elections at the speed the public now expects.

Executive Summary
Lake County Behavioral Health Services (LCBHS), acting as the lead agency for the Lake County Continuum of Care (LCCoC), is entering into an agreement with Adventist Health Clearlake Hospital, Inc. to expand services under the Homeless Housing, Assistance and Prevention (HHAP) Youth Set-Aside initiative. This agreement supports the Hope Center's efforts to provide Rapid Rehousing and support services tailored to unaccompanied Transitional Age Youth (TAY) experiencing homelessness in Lake County.
Under the agreement, two of the Hope Center's 21 transitional housing beds will be dedicated to TAY, with a goal of serving at least eight youths by June 30, 2027. Participants will receive shelter, meals, individualized care plans, and access to comprehensive services including healthcare, behavioral health referrals, education and employment assistance, and family reunification support.
This initiative aligns with LCCoC's broader strategies, including integration with the Homeless Management Information System (HMIS) and Coordinated Entry System, and is part of a countywide effort to reduce homelessness and improve outcomes for vulnerable youth.
The total contract amount shall not exceed $127,665.52, and the agreement will be effective from December 1, 2024, through June 30, 2027.

Recommended Action
(a) Approve the definition of a newly appointed employee as an individual who has not been employed by the County in a permanent capacity within the last two years pending the Meet and Confer meeting with the unions.
(b) Direct staff to remove the existing list of qualifying positions and use the "hard-to-fill" criteria to determine eligibility and come back with this change at a future meeting.

Executive Summary
The Treasurer - Tax Collector's office recently acquired Rentalscape, short-term rental monitoring software by Deckard Technologies. As of April 30th, our office has sent out approximately 172 enforcement letters to identified unregistered operators. Further investigation and review will be required to identify remaining unregistered operators.
Previously, your Board offered relief of associated penalties and interest for first time offenders who cooperated with the Treasurer - Tax Collector's office. The prior mechanism for granting that relief involved the person appealing their case to the Board of Supervisors, thereby permitting the County Administrative Officer to authorize the penalty relief prior to the Board hearing.
Should your Board wish to continue offering this type of relief during the new enforcement action underway, there may be more streamlined options to consider. For example, Treasurer - Tax Collector staff could review requests for penalty and interest relief and address it during our review and determination of taxes owed.
Recommended Action
Provide direction for Treasurer - Tax Collector to process relief.
Direction was given to staff to return with a resolution and review the Transient Occupancy Tax Ordinance.
