(a) After the posting of the Agenda on Thursday, April 17, 2025, staff to Paragon Government Relations alerted me to an upcoming Hearing before the Senate Banking Committee (Thursday, May 1, 2025), which will focus on the role of the federal government in insurance and disaster mitigation; staff to the Committee have a need for local government perspective, and due to my previous work on this topic with California State and National Association of Counties working groups and committees, staff to the Senate Banking Committee are recommending I testify. A formal invitation is expected today. Long-distance travel requires approval pursuant to County Policy, and this Senate Banking Committee Hearing is expected to occur prior to the next Regular Board of Supervisors Meeting. Therefore, I request our Board approve taking this matter up as an Extra Item. (b) On January 28, 2025, this Board adopted the following Federal Policies Priorities for Wildfire Insurance: "Wildfire Insurance Homeowners and public agencies in disaster-prone regions - including Lake County - are grappling with rising insurance premiums, higher deductibles, reduced coverage options, and widespread policy non-renewals. In fact, according to a recent report from the Senate Budget Committee, Lake County has one of the highest rates of insurance non-renewals in the nation. The lack of affordable and accessible wildfire insurance is further exacerbating California's housing crisis, as many lenders are hesitant to issue mortgages without adequate coverage. This creates significant barriers for residents and prospective homeowners, intensifying the economic challenges in communities already impacted by wildfires. In 2025, Lake County will continue to engage with federal policymakers on how to effectively address the state's burgeoning wildfire insurance crisis. These efforts will focus on improving insurance availability and affordability while ensuring communities are better protected against the financial impacts of natural disasters." While attending the National Association of Counties Legislative Conference in Washington DC, on February 28, 2025, I met with staff from the Senate Banking Committee (majority and minority) to discuss the urgent need for the federal government to take a role in the insurance crisis. Supervisors from Nevada and Napa Counties and I requested that the Senate Banking Committee hold a hearing on this topic, which has led to my being recommended to testify. Members of your Board will recall, I serve as the Chair for CSAC's Agriculture, Environment and Natural Resources Policy Committee and participated in CSAC's Insurance Working Group in 2024, producing policy recommendations for the CSAC platform. Additionally, I am a member of the National Association of Counties' Environment, Energy and Land Use Policy Committee, Resilient Communities Committee, and NACo's Intergovernmental Disaster Reform Task Force. I believe my presence in DC and testimony can make a difference for County residents, and request our Board approve this travel request. Administrative Office staff estimate costs will be approximately $4,000 and can be accommodated within existing budget allocations.

WHEREAS, the month of April is dedicated to increasing public awareness and understanding of alcoholism and misuse, its causes, effective treatment, and recovery; and WHEREAS, excessive alcohol consumption is a significant public health concern, contributing to numerous preventable injuries and chronic diseases, it impacts adults and youth of all racial, cultural, and economic backgrounds; and WHEREAS, the entire community plays a vital role in supporting those struggling with alcohol misuse and addiction while promoting a culture of moderation and responsibility; and WHEREAS, education and prevention efforts are crucial in reducing the stigma surrounding alcohol use and misuse and encourage individuals to seek help when needed; and WHEREAS, in the calendar 2024, Lake County Behavioral Health Services provided DUI Program services to 563 participants, assisted with 566 substance use treatment service requests, and offered treatment services to 256 individuals; and WHEREAS, in Lake County, 22.3% of youth aged 12 to 17 have engaged in binge drinking, a rate more than five times the state average; and WHEREAS, the Board of Supervisors and Lake County Behavioral Health's Substance Use Disorder Services urges all community members and organizations in Lake County to participate in activities and events aimed at educating themselves and others about the dangers of alcohol misuse and addiction and support initiatives that promote healthy lifestyles. NOW, THEREFORE, BE IT PROCLAIMED the Board of Supervisors of the County of Lake, join with the Lake County Department of Behavioral Health Services, to hereby proclaim April 2025 as Alcohol Awareness Month in the County of Lake. California Friday Night Live Month Whereas, The Friday Night Live program, which was established in 1984 as the model program for the State of California in engaging young people as active leaders in their communities to reduce underage alcohol use and address other challenges faced by their peers by building partnerships for positive youth development; and Whereas, The Friday Night Live program ensures that youth partners from grade 4 through grade 12 benefit from the continued growth and enhancement of this youth-led, youth-driven program and the unique opportunities it provides; and Whereas, Youth in Friday Night Live programs experience an environment that provides for physical and emotional safety, which allows them to express their authentic selves; and Whereas, Youth participants learn about their communities through participatory action research and meaningful engagement with stakeholders, leading to positive connections and interactions that contribute to healthier environments; and Whereas, Youth leaders in Friday Night Live programs have opportunities to participate in decision-making processes, express their opinions constructively, hear those of others, and take action on issues they are passionate about; and Whereas, Participants build caring and meaningful relationships with their peers and adult allies that support a sense of belonging and connectedness to their school and broader community; and Whereas, Youth partners experience opportunities to engage in interesting and relevant skill development activities that build resiliency, establish healthy attitudes and behaviors, and fosters academic success; and Whereas, Friday Night Live programs create environments that prioritize youth partners' physical and mental health and social emotional learning, contributing to a young person's overall wellbeing; and Whereas, During the month of April 2025, Friday Night Live youth leaders in 53 counties throughout the State of California will highlight their efforts to prevent underage drinking, gambling, and tobacco, cannabis, and other drug use by mobilizing their communities with a unified call to action; now, therefore, be it NOW. THEREFORE, BE IT RESOLVED that the Board of Supervisors for the County of Lake join with the Lake County Department of Behavioral Health Services that the month of April 2025 be recognized as California Friday Night Live Month, and applauds Friday Night Live youth leaders and their adult allies who are committed to improving the quality of life for present and future generations.

Adopt Proclamation Designating April 2025 as California Friday Night Live Month

On January 9, 2024, your Board approved an agreement with Staten Solar Corporation for the design, installation, and commissioning of energy conservation facilities serving the courthouse campus. Specifically, the project adds carport solar panels at the main campus parking lot as well as six electric vehicle charging stations. The project is currently under construction and progressing satisfactorily, with an anticipated construction completion this May followed by startup, commissioning, performance testing, and training. This proposed zero-cost amendment modifies the term of the agreement to December 31, 2025 and includes a project schedule. The original agreement indicated project completion on December 31, 2024. Staff recommends approval of Amendment One.

The Sheriff's Office administers the State Homeland Security Grant Program for the Operational Area and in coordination with approval from the Authorizing Body of 5, is requesting to purchase a portable light system to enhance the ability of our Operational Area to protect large crowds with limited personnel. This purchase will provide a second portable light set for the Sheriff's Office and is deployable for other agencies to use to enhance the prevention and protection of soft targets. Uses for a second portable lighting set may include but are not limited to street fairs, large crowd gatherings, critical incidents, fire operations, and crime scenes. A budget transfer is attached transferring funds from the purchase of radio equipment within the Sheriff/OES budget 2704, Budget Unit 62.74. This purchase will be reimbursed from State OES through our FY Homeland Security Grant and there is no cost to the county general fund.

(a) Approve the purchase of a Diesel 6kw LED light tower for use by the Lake Operational Area; and (b) authorize internal budget transfer

: The Lake County Sheriff's Office of Emergency Services has completed the update of the County Emergency Operations Plan (EOP). The plan was approved for release to public comment and incorporation of minor suggestions by the Lake County Disaster Council on October 21, 2024. It was publicly posted for comment during December 2024 as part of a structured review process that began in 2023 and included: * A survey of County staff to gather input on emergency management roles and responsibilities. * Input from Operational Area Coordinators, ensuring alignment with regional emergency response efforts and a focus on Access and Functional Needs (AFN) inclusion to enhance accessibility. * A 30-day public review period, including a press release and web posting for transparency and accessibility. * The opportunity for County staff to review via an all-staff email, inviting broader internal feedback. * Targeted outreach to department heads, including the County Administrative Office, for departmental input. The EOP provides a comprehensive framework for emergency preparedness, response, recovery, and mitigation in Lake County. Board of Supervisors approval is required to formally establish it as the County's guiding emergency management policy. The EOP also serves as the foundation for both hazard-specific and functional annexes, which are working documents that provide operational guidance on specific response actions, such as wildfire, mass care, and emergency communications. These annexes will be continuously updated to reflect evolving best practices and operational needs. Maintaining a current, Board-approved EOP enhances Lake County's eligibility for funding opportunities. Programs such as the Emergency Management Performance Grant (EMPG), Hazard Mitigation Grant Program (HMGP), and California Disaster Assistance Act (CDAA) prioritize jurisdictions with an up-to-date EOP. Additionally, a formally adopted EOP strengthens the County's position in securing FEMA Public Assistance and other post-disaster reimbursements by demonstrating compliance with state and federal emergency planning standards. Key Components of the EOP * Multi-Agency Coordination: Defines roles, responsibilities, and collaboration among county departments, cities, special districts, and community partners. * Whole-Community Approach: Addresses the needs of all residents, including vulnerable populations, through coordinated emergency preparedness, response, and recovery strategies. * Compliance and Integration: Aligns with state and federal emergency management guidelines to enhance operational efficiency and resource sharing. * Ongoing Training and Exercises: Establishes a framework for regular updates, training, and exercises to ensure preparedness. Implementation and Next Steps Upon adoption, the Emergency Operations Plan (EOP) will serve as the County's guiding emergency management document, providing direction for emergency preparedness, response, and coordination. County departments and agencies are expected to: 1. Familiarize themselves with the EOP, understand their roles and responsibilities, and provide signature on the Plan Concurrence and Distribution page upon request. 2. Align department-specific plans, policies, and training activities with EOP guidance. 3. Engage in exercises and training to maintain operational readiness. 4. Collaborate with the Office of Emergency Services (OES) and external partners to support plan implementation and continuous improvement. Next Steps * Adopt the EOP via resolution, formally establishing it as the County's emergency management framework. * Authorize the Board Chair and Sheriff to sign the Promulgation Letter, affirming leadership commitment and operational coordination. * Maintain ongoing review, training, and engagement to ensure the plan remains effective and responsive to evolving emergency management needs. * Refine and develop hazard-specific and functional annexes, which will serve as working documents for targeted response and operational strategies. Conclusion The adoption of the EOP is a crucial step in strengthening Lake County's emergency preparedness and response capabilities. By formalizing emergency policies, assigning clear responsibilities, and fostering interagency collaboration, the plan will significantly enhance the County's ability to protect life, property, and the environment in times of crisis. The EOP will also serve as a living document, guiding the development of hazard-specific and functional annexes that provide targeted response strategies for critical emergency functions. OES respectfully request Your Board's approval of the resolution adopting the EOP, which has been reviewed by County Counsel, and authorize the Board Chair and Sheriff to sign the promulgation letter.

This contract amendment between Lake County and Avero Advisors is to continue the implementation work for the ERP and HCM that began. The first contract amount covered phases 1 and 2. This not-to-exceed amount will cover the remainder of the contract term (Phase 3),and includes countywide training on the new ERP and HCM functions.

Approve Contract Amendment for Avero Advisors adding an additional $441,620 to the original contract amount of $159,711, to continue the ERP/HCM system implementation and authorize the Chair to sign.

Attached you will find the 2025 County of Lake revised Internship Program and the previous 2005 County of Lake Internship Program. Overview: The County of Lake Internship Program offers high school, college students, and recent graduates an opportunity to gain hands-on experience in various county departments and help with critical public services. Interns will work closely with department leaders and staff to develop practical skills while contributing to community projects and initiatives.
