(include fiscal and staffing impact narrative): DESIGNATING THE MONTH OF MARCH 2025 AS SOCIAL WORKER APPRECIATION MONTH WHEREAS, people have entered the social work profession for generations because they genuinely care about helping improve the welfare of people, families, communities and our nation; and WHEREAS, this year's Social Work Month theme, "Social Work: Compassion + Action," embodies the fact that social workers go through years of education and training, so they have the skills and expertise to transform their care for others into action that brings positive results; and WHEREAS, the Social Work Profession has worked for generations to improve living conditions in our nation, with Social Workers successfully pushing for Social Security, a 40-hour work week, Medicare, and a minimum wage; and WHEREAS, Social Workers have helped this nation live up to its values by successfully advocating for equal rights for all people, no matter their race, sexual identity, gender, gender expression, culture or religion; and WHEREAS, Social Workers follow a Code of Ethics, which sets as the primary mission of the Social Work profession the enhancement of human well-being and meeting the basic human needs of all people, with particular attention to the needs and empowerment of those who are vulnerable, oppressed, and living in poverty; and WHEREAS, the Social Work Profession is one of the fastest growing professions in the United States, with more than 800,000 people expected to be employed as Social Workers by 2033; and WHEREAS, Social Workers work in all parts of our society - including schools, social service agencies, veteran centers, and government - helping people, family and communities secure services and policies they need to thrive; and WHEREAS, Social Workers are at the forefront of pressing issues our nation is addressing, including increased needs for mental health care, especially for children and adolescents; and substance use disorder treatment; and increased economic and political division; and WHEREAS, Social Workers are one of the largest groups of mental health care providers in the United States and are pressing for a Social Work Interstate Licensing Compact that will improve mental health care delivery in our nation; and WHEREAS, Social Workers help protect millions of children from abuse and neglect, provide services and support, which helps strengthen families that are under stress, and help create new families through adoption; and WHEREAS, research proves the presence of Social Workers in schools, hospitals, and assisted living facilities improve education and health outcomes and quality of life for students, patients and residents; and WHEREAS, Social Workers continue to stand ready to assist our nation in overcoming present and future challenges, including ending gun violence, improving health care and mental health care for all and urging lawmakers to adopt immigration reforms. NOW, THEREFORE, BE IT PROCLAIMED in recognition of the numerous contributions made by Lake County's Social Workers, that the Lake County Board of Supervisors hereby declares the month of March 2025 as Social Worker Appreciation Month in Lake County and calls upon all citizens to join in the celebration and support of the Social Work Profession. Adopt Proclamation Designating March 2025 as Social Worker Appreciation Month in Lake County

On Wednesday, January 29, 2025, the County received a Letter from Congressman Mike Thompson inviting Community Project Funding requests. As with the FY 2025 cycle, the letter noted Final Guidance from the Appropriations Committee had not been developed, and that remains the case. Congressman Thompson is asking that priorities be submitted by end of day (Friday) March 7, 2025. On February 25, 2025, your Board voiced unanimous support for submittal of the following three projects: (1) The South Lakeport Regional Water Resiliency & Fire Protection Project ($7,211,500) is a cooperative intergovernmental effort between the City of Lakeport and County of Lake. This Project proposes to extend City of Lakeport municipal water service to a currently unserved County of Lake jurisdictional corridor along South Main Street to Soda Bay Road, terminating at Manning Creek, and includes a crucial loop line going west under Highway 29 to connect with an existing main on Parallel Drive. Spanning approximately 8,000 linear feet of water main, 58 two-inch services, 16 hydrants, and 4 fire services, this Project aims to significantly enhance regional water infrastructure and resiliency. This project presents future opportunities for interties with the Big Valley Band of Pomo Indians Tribe and County of Lake Special Districts, setting the stage for a consolidated and robust regional water system. Further details are included in attachments to this Agenda Item. (2) The Reentry Housing and Workforce Development for those returning from incarceration in Lake County, California, Project ($5,000,000) seeks funding to develop individual living space for at least 20 justice-involved individuals and engage those eligible in local workforce development initiatives, potentially including North Coast Opportunities' (NCO's) BUILD and Home Hardening programs. Your Board will recall $5,000,000 in Community Corrections Partnership funds have already been dedicated to this project; the total project cost is anticipated to be $24,000,000. Further information on this project and Letters of Support from Lakeport Police Department, Lake Family Resource Center, Redwood Community Services, and NCO are included in the attachments to this Agenda Item. (3) The Lake County Healthcare Education Innovation and Simulation Center (Education and Simulation Center) ($3,000,000) is a planned $8.75 million workforce development facility near Sutter Lakeside Hospital. It includes three components: SPARK, offering 4th-8th graders healthcare career exposure through simulations, tours, workshops, and mentorships; a healthcare career pathway for high school students and adults, integrating CTE (Career and Technical Education) programs, work experience, adult training, and professional development; and community outreach, featuring CPR/parenting classes, collaboration space for partners, and health resources. Sutter Health has committed to a 10-year lease. Partners include all Lake County school districts, medical systems, adult education institutions, workforce organizations, and local government. Funding includes $200,000 from Redwood K16 Collaborative for CTE curriculum, school districts and community colleges have likewise committed to contribute matching funds and in-kind contributions to cover operating expenses, and applications for $964,573 (Redwood Region Rise Catalyst Fund), $1.5 million (Sutter Health CHNA Workforce Development Grant), and future EDA Economic Adjustment Assistance support. The Resolutions attached to this Agenda Item effectuate your Board's consensus Direction from your February 25, 2025, meeting. Staff recommends your Board Adopt each of the Resolutions, and authorize Chair Crandell to sign.

Adopt Resolutions Affirming the County of Lake's Highest FY 2026 Community Project Funding Priorities, and Authorize the Chair to Sign: (a) Resolution Authorizing Submittal of the South Lakeport Regional Water Resiliency and Fire Protection Project for Consideration as a Community Project Funding Proposal; (b) Resolution Authorizing Submittal of the Reentry Housing and Workforce Development for Those Returning from Incarceration in Lake County, CA, Project for Consideration as a Community Project Funding Proposal; (c) Resolution Authorizing Submittal of the Lake County Healthcare Education Innovation and Simulation Center Project for Consideration as a Community Project Funding Proposal

The Auditor's Office is requesting approval to send Ms. Hockett to the Government Finance Officers Association (GFOA) annual conference in Washington D.C. GFOA is the foremost expert in governmental accounting; the conference will consist of topics related to debt management, accounting and financial reporting, budgeting and forecasting, capital planning and asset management, and the newest Governmental Accounting Standards Board (GASB) requirements. The conference sessions available directly relate to Ms. Hockett's position, and the information she will learn will directly benefit the Auditor-Controller Office's ability to stay in compliance with State and Federal accounting standards. All efforts to reduce costs will be made. Therefore, pursuant to 1.3E of the County of Lake Travel Policy, we respectfully request your Board approve travel exceeding 1,500 miles to facilitate Ms. Hockett accessing the valuable information available at the conference.

Approve travel exceeding 1,500 miles for Dakhota Hockett, Assistant Auditor Controller, to Attend the Annual Government Finance Officers Association Conference in Washington D.C. Held June 29th to July 2nd

The Information Technology Department is requesting approval to exceed the 900 hour extra-help limit for Information Systems Analyst Jaden Bussard. Funds for this position are allocated in Budget unit 1904, and there are sufficient funds available to cover additional hours. The Department will be limiting Jaden's hours to 24 hours per week so as not to exceed 130 hours per month. The employee is not a CalPERS Annuitant, and funds are available to cover CalPERS contribution costs if the employee should exceed 990 hours this fiscal year. The Information Technology Department would like to continue to allocate additional hours, up to 24 hours per week until the end of the fiscal year, or until we fill our existing full-time vacancy for an Information Systems Analyst, which we have an open recruitment for. Currently, the employee is filling an important role in the department by providing additional Help Desk coverage and information security tasks.

Approve Request to Waive 900 Hour Limit for Extra-Help Information Systems Analyst I, Jaden Bussard.

On February 27, 2024, your Board executed a construction contract with Rege Construction, Inc. in the amount of $5,161,663.00 for the Eastlake Sanitary Landfill Phase 1 Cell Construction Project, County of Lake project number 23-32. Construction monitoring and oversight was performed by SCS Engineers and County staff. On October 30, 2024, the work was substantially completed to the satisfaction of SCS Engineers and the Public Services Director. A resolution is attached accepting the work of the Eastlake Sanitary Landfill Phase 1 Cell Construction Project and directing the Public Services Director to file the Notice of Completion with the Lake County Recorder's Office.

The Public Works Director (DIRECTOR) requested Coastland Civil Engineering, LLC ("ENGINEER") to retain subconsultants to perform staff augmentation work. The subconsultants' work to date includes assistance with (1) providing engineering recommendations for work; (2) preparing a grant application; and (3) preparing environmental forms and other documents. The DIRECTOR believes more work by subconsultants may be necessary. The Engineering Services Agreement ("AGREEMENT") and amendments did not address the use of subconsultants. Amendment Three provides for the use of subconsultants. Amendment Three does not change the not to exceed contract amount. The effective date of Amendment Three is dated July 1, 2024, because subconsultants performed work this fiscal year and prior to the execution of Amendment Three.

On November 14, 2023, the County of Lake ("COUNTY") and ENGINEER entered in an AGREEMENT for Staff Augmentation in an amount not to exceed $250,000.00 per year for a period of three years. On May 21, 2024, the COUNTY and ENGINEER entered into Amendment One to the AGREEMENT which changed the applicable period for the not to exceed amount from calendar year to fiscal year for ease of budgeting. On December 3, 2024, the COUNTY and ENGINEER entered into Amendment Two to the AGREEMENT which increased the not to exceed contract amount from $250,000 to $750,000 for FY 2024 / FY 2025 and adjusted personnel rates. The DIRECTOR and ENGINEER wish to amend the AGREEMENT to allow for the use of subconsultants beginning July 1, 2024 and add personnel and expense rates on the rate sheets included in "Attachment B."

This presentation provides the Board with a financial update on Intergovernmental Transfer (IGT) funding and Medi-Cal reimbursements for Specialty Mental Health Services (SMHS). Additionally, we are requesting the Board's approval to extend the repayment term for the Lake County Behavioral Health Services (LCBHS) loan to June 30, 2025, to ensure fiscal stability. Financial Overview of IGT Funding & Reimbursements (July - February): * Funds sent to the state: $5,887,428 * Payments received: $4,909,069 * Ongoing gap between funds sent and reimbursements received: Medi-Cal Funding Update: * Receivable funding (from EHR): $14,708,022 * Funds received as of December: $11,307,825 * Outstanding Medi-Cal balance: $3,400,197 (previously over $7 million). Revenue & Expenditures Analysis: * Significant fluctuations in monthly Medi-Cal revenue due to ongoing delays in claims processing. * Gaps in Medi-Cal revenue have been supplemented with grant funding and other revenue sources. * Cumulative revenue trends highlight increasing receipts, though timing of payments remains unpredictable. Loan Repayment Extension Request In March 2023, LCBHS transitioned to the California Mental Health Services Authority's Semi-Statewide Enterprise Health Record system. Due to technical delays in claims submission, Medi-Cal reimbursements were significantly impacted, delaying revenue flow. Despite these challenges, LCBHS was able to maintain services while facing extreme payment delays. As a result, we requested the loan in 2024 after dealing with system issues and other problems from the EHR. To date, LCBHS has repaid $2,000,000 of the original $4,000,000 loan, including: * $1,000,000 repaid to the Department of Social Services. * $1,000,000 repaid to the County General Fund. However, given continued claims processing delays and fiscal uncertainties, we are requesting the Board approve a resolution to extend the loan repayment term to June 30, 2025. This extension will: ? Ensure fiscal stability for Behavioral Health operations. ? Avoid disruptions to essential mental health services. ? Adopt Resolution Authorizing Extension of Loan Term for Lake County Behavioral Health Services.

The National Head Start Association (NHSA) is urging immediate action to prevent proposed funding cuts to Head Start programs, which could adversely affect children and families nationwide. They encourage supporters to contact their elected officials to express opposition to these cuts and to advocate for sustained or increased funding. NHSA provides resources and guidance on effective advocacy, including templates and contact information for legislators. Additionally, individuals can join NHSA's Head Start Advocacy Network to receive updates and action alerts on policy issues relevant to Head Start.

Approve Letter of Support for North Coast Opportunities Head Start Child Development Program

This Board item seeks approval for Amendment No. 5 to the Agreement between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for fiscal years 2022-23, 2023-24, and 2024-25. The purpose of this amendment is to increase the total compensation payable under the Agreement by $350,000, bringing the contract maximum to $1,235,000. The reason for increase is unanticipated increase in service utilization. This adjustment is necessary due to the increased demand for services provided by Willow Glen, including long-term care for individuals in the Lake County Mental Health Plan (MHP). This amendment complies with the California Department of Health Care Services (DHCS) regulations, particularly the California Code of Regulations (CCR), Title 9, Section 1810, which governs the provision of Specialty Mental Health Services (SMHS) and residential care services. The amendment is also in line with Welfare and Institutions Code (WIC) Sections 5600.3 and 5600.5, which mandate that counties ensure comprehensive services to individuals with mental health needs, including long-term care where necessary. The vast majority of individuals in care with Willow Glen Care Center are on LPS Conservatorship. All other terms and conditions of the original Agreement remain unchanged.
