AS MILITARY APPRECIATION MONTH IN LAKE COUNTY
WHEREAS, the freedom and security that citizens of the United States enjoy today are the direct results of the sacrifice and continued vigilance by the United States Armed Forces over the history of our great nation; and
WHEREAS, members of the United States Armed Forces, and the family members who support them, have preserved the liberties that enrich this nation, making it unique in the world community; and
WHEREAS, in 2004, the United States Congress passed a resolution proclaiming May as National Military Appreciation Month, calling all Americans to remember those who have given their lives in defense of freedom and to honor the men and women of our Armed Services who have served and continue to serve our Country; and
WHEREAS, the months of May and June were selected for this display of patriotism because during these months we celebrate Victory in Europe (VE) Day, Military Spouse Day, Loyalty Day, Armed Forces Day and Week, National Day of Prayer, Memorial Day, Navy Day, Army Day, and Flag Day; and
WHEREAS, the months of May and June are an opportunity to acknowledge and salute the families of those called away to duty; and
WHEREAS, Lake County is the place many veterans, close to 1 out every 12 residents, proudly call home; and
WHEREAS, the Lake County Board of Supervisors recognizes the courage and sacrifice of all veterans and active duty military personnel in our communities and throughout our nation.
NOW, THEREFORE, BE IT PROCLAIMED that the Lake County Board of Supervisors does hereby designate the month of May 2024 as Military Appreciation Month in Lake County and calls upon all residents to show their gratitude and appreciation for our Military personnel by the appropriate display of flags and ribbons.

Adopt Proclamation Designating May 4-11, 2024, as National Osteogenesis Imperfecta (OI) Awareness Week in Lake County
WHEREAS, Osteogenesis Imperfecta (OI) is a genetic bone disorder characterized by fragile bones that break easily. It is also known as "brittle bone disease." A person born with OI is affected throughout his or her lifetime; and
WHEREAS, there are many different types of OI with symptoms that range from mild to life-threatening, with variable clinical features such as fracture frequency, muscle strength or extra-skeletal problems affecting vision, hearing or other body organs and functions; and
WHEREAS, because there is no cure for OI, treatment focuses on minimizing fractures, the surgical correction of deformity, reducing bone fragility, maximizing mobility and independent function; and
WHEREAS, it is estimated that approximately 25,000 to 50,000 people in the United States have OI and with good medical treatment and supportive care, the majority of people will lead healthy, productive lives with an average lifespan; and
WHEREAS, increased funding is needed for education and research to help find more effective treatments; and
WHEREAS, the Osteogenesis Imperfecta Foundation, a voluntary national health organization, strives to improve the quality of life for people with Osteogenesis Imperfecta by increasing awareness of this rare disease among the public, media, government, and medical communities.
NOW, THEREFORE, BE IT PROCLAIMED, that the Lake County Board of Supervisors does hereby designate May 4-11, 2024, as National Osteogenesis Imperfecta (OI) Awareness Week in Lake County.

DESIGNATING THE WEEK OF MAY 18 - 24, 2024
AS NATIONAL SAFE BOATING WEEK IN LAKE COUNTY
WHEREAS, National Safe Boating Week is observed to bring attention to important life- saving information for recreational boaters so that they can have a safer, more enjoyable experience out on the water throughout the year; and
WHEREAS, in the calendar year of 2022, U.S. Coast Guard statistics reveal that recreational boating fatalities decreased. Of the 659 people who died in fatal boating-related accidents in the United States, 445 of these fatalities were due to drowning and 370 of these boaters would be alive today had they worn their life jackets; and
WHEREAS, Lake County Flotilla has continued to provide free life jackets to youngsters by participating in community activities which promote child safety and educating the boating public in safe boating practices; and
WHEREAS, Flotilla 08-08 of Lake County will continue its efforts to educate the boating public by resuming safety patrols, free vessel safety checks, and to encourage boaters to practice safe boating habits and to wear life jackets.
NOW, THEREFORE, BE IT PROCLAIMED that the Board of Supervisors of the County of Lake does hereby designate the week of May 18 - 24, 2024 as National Safe Boating Week in Lake County and urges all users of Clear Lake, Lake Pillsbury, Blue Lakes, and Indian Valley Reservoir to safeguard their lives by wearing lifejackets when boating, exercising safe boating practices, and boating responsibly.

Executive Summary
DESIGNATING THE MONTH OF MAY 2024 AS MATERNAL
MENTAL HEALTH AWARENESS MONTH IN LAKE COUNTY
WHEREAS, maternal mental health is an issue of great concern to Lake County's parents, families, health care providers, and our community at large; and
WHEREAS, struggles with mental health can affect any mother, regardless of age, race, or income level; and
WHEREAS, Black, Indigenous, and People of Color who are mothers experience struggles with their maternal mental health at higher rates than their white counterparts; and
WHEREAS, many women are not adequately informed about, screened, or treated for pregnancy and postpartum mood and anxiety disorders; and
WHEREAS, heightened awareness and stigma reduction are essential for improving outcomes for mothers, children, families, and communities; and
WHEREAS, pregnancy and postpartum mood and anxiety disorders are highly treatable through therapeutic intervention, community-based supportive services, and medication; and
WHEREAS, health service providers and community support systems must be able to identify risk factors and symptoms in order to provide prompt diagnosis, treatment, and support services that enable full and speedy recovery; and
WHEREAS, Mother-Wise is a countywide nonprofit that provides respectful, informative, and judgment-free support to Lake County mothers and caregivers so that maternal mental health issues are destigmatized, and all aspects of motherhood are honored. They conduct mental health screenings, offer one on one check-ins with trained staff, provide virtual and in-person support groups, classes, and workshops, operate a donation closet of baby and maternity items, provide car seats to families in need, and much more. All of their services are free, and they support thousands of Lake County moms a year. Mother-Wise supports all the grandmothers, daughters, aunties, sisters, and mothers of Lake County coming together in support of maternal mental health month. Maternal mental health now leads to stronger families and communities tomorrow.
NOW THEREFORE BE IT PROCLAIMED that the Board of Supervisors of the County of Lake does hereby designate the month of May 2024 as Maternal Mental Health Awareness Month in Lake County and does commend this observance to all citizens.

Executive Summary
Staff is requesting the Board's approval for Casey Moreno to travel in excess of 1,500 miles to the Government Finance Officers Association Annual Conference at the Orange County Convention Center in Orlando, Florida from June 9-12, 2024.
GFOA represents the entire United States and Canada. This annual conference is held in a different state each year, and it provides detailed training regarding federal, state/provincial, and local finance. This year, the conference will feature sessions that will address current issues facing government finance professionals, inspiring keynote sessions, interactive discussions, leadership workshops and networking opportunities.

Executive Summary
The Community Development Department (CDD) - Code Enforcement Division manages the Illegal Dumping and Nuisance Abatement Programs on behalf of the County in the unincorporated areas.
The scope of work involves the towing and abatement contract services related to identified properties by collecting, dismantling, demolishing, packaging, removing, transporting, and properly disposing of solid waste and metal waste to legal disposal sites, and securing the site as directed. It may also include the proper removal of motor vehicles, tires, waste oil, batteries, and similar materials, as needed from private and public property and county roads and state highways throughout the unincorporated County of Lake.
Staff recommends increasing the contract amount beginning August 30, 2022, through June 30, 2024 between the County of Lake and 360 Junk Removal and Hauling to the amount of One Hundred thousand dollars ($100,000), for a total not to exceed $100,000. The Community Development Department requests the increase due to the high volume of trailers and waste that has been encountered during abatements.
Funding for this increase will come from nuisance abatement funds.

In January of 2023, your Board approved the addition of section 19.1 - "Acceptable Use Policy" to the "Board of Supervisors, County of Lake, CA, Policies and Procedures Manual."
The intention of these policy items is to ensure that employees are not using personally subscribed or owned software and systems for county business. Additionally, emphasis is placed on utilizing sanctioned/approved County Information Systems instead of unplanned/unauthorized third party systems.

Executive Summary
The County of Lake IT Department utilizes Palo Alto firewalls to protect county networks from cybersecurity threats. In addition to the firewall hardware, IT purchases security subscriptions that enable the firewalls to protect network traffic in various ways. There have been significant increases in the costs of these security subscriptions over the years. At this time, it costs about $45,000 per year to maintain these security subscriptions. Further, we anticipate 5-10% uplift in these costs each year based on previous trends.
In an effort to reduce costs, we have worked with Palo Alto Networks to come up with a solution that will allow for predictable cost savings going forward. Palo Alto Networks is offering a hardware refresh along with five years of security subscriptions for a greatly reduced cost. The cost for the two firewalls and five years of security subscriptions is $93,185.88. This represents a cost reduction of over $130,000 over five years before even taking hardware refresh costs into account.
As the hardware portion of this purchase was unplanned for this fiscal year, we are asking that your Board approve the addition of the firewalls as a fixed asset in the 2023-2024 fixed asset listing for department 1904.
There are currently only $7,195.11 in funds remaining in account 001-1904-719.62-71 (Equipment-Office). We are requesting a budget transfer of $87,000 from account 001-1904-719.01-11 (Salaries and Wages, Permanent) to fixed asset account 01-1904-719.62-71 to cover the difference.
The purchase will be made using the cooperative NASPO purchasing contract. As such, we are requesting that your board waive the formal bidding process.

WHEREAS, of all the promises America offers, none is more precious or more elusive than the right to be free from crime and violence; and
WHEREAS, the dedicated men and women who have chosen law enforcement as a career face extraordinary risk and danger in preserving our freedom and security; and
WHEREAS, during the week of May 12-18, 2024, National Police Week is observed throughout the nation in order to recognize the hazardous work, serious responsibilities, and our strong commitment to our nation's peace officers; and
WHEREAS, in conjunction with important observance, May 15 will be observed as California Peace Officers' Memorial Day in commemoration of those noble officers who have tragically sacrificed their lives in the line-of-duty; and
WHEREAS, these special observances provide all Californians with the opportunity to appreciate the heroic men and women who have dedicated their lives to preserving public safety.
NOW, THEREFORE, BE IT PROCLAIMED by the Board of Supervisors of the County of Lake formally designates May 15, 2024 as California Peace Officers' Memorial Day in Lake County and the week of May 12-18, 2024 as National Police Week in Lake County and encourages all citizens to remember those individuals who gave their lives for our safety and express appreciation to those who continue to dedicate themselves to making California a safer place in which to live.

Executive Summary
The water mainline that provides public drinking water for Finely Water System failed and a temporary bypass was constructed on the bridge that runs over Adobe Creek, leaving the bypass vulnerable to damage which could potentially stop service to the customers of CSA #6 Finely Water.
The mainline needed a permanent repair that will place the mainline away from potential damage and it is not wise to delay the necessary purchase until the upcoming Adopted Budget cycle and current appropriations in Budget Unit 8466 are not sufficient to finance the purchase.

Executive Summary
Long-Term Care Ombudsman volunteer Heather Hurn provides Ombudsman duties in response to resident requests at a long-term care facility in Ukiah. Our staff has struggled to secure timely milage reimbursement claims as volunteer activities have recently resumed post-pandemic and this volunteer is not able to complete documents electronically. The delay between creating a claim, receiving signed documents, returning for corrections, and receiving back to our office along with staff struggles to implement the new travel policy has led to late submission of these travel claims.
We now have an authorization from the Auditor-Recorder's office to use a 90-day preapproval for this volunteer due to the responsive nature of her duties. Additionally, we have a new, full-time Ombudsman Program Coordinator who can meet with the volunteer in-person to complete and receive travel claims. We do not anticipate any further late travel claims for this volunteer.
Your Board's approval is requested so that these claims can be processed, and the volunteer reimbursed for mileage. Mileage reimbursement costs for Ombudsman volunteers are paid by the Long-term Care Ombudsman trust and there is no cost to the county.

Adopt Proclamation Designating the Month of May 2024 as National Foster Care Month in Lake County
WHEREAS, Lake County Board of Supervisors recognizes the importance of providing children safe, healthy, and loving homes when they are unable to remain in the home of their biological family; and
WHEREAS, there are 391,098 children in the United States in foster care; and
WHEREAS, there are 43,633 children in California in foster care; and
WHEREAS, there are 72 children in the County of Lake who are living in the home of a caregiver; and
WHEREAS, to help these children have a healthy, loving, and stable home environment where they can thrive and feel connected to a community that cares for them and celebrate and support the resource families that provide these critical homes in our county; and
WHEREAS, the County is acknowledging National Foster Care Month to raise awareness about the need for more resource family homes for local children; and
WHEREAS, this effort, along with similar celebrations in all 50 states, will offer children the chance to live with healthy, loving, and stable resource families when they cannot live with their birth families and encourage other dedicated individuals to make a powerful difference in the lives of a child through resource family care.
NOW, THEREFORE, BE IT PROCLAIMED that the Lake County Board of Supervisors is wholeheartedly proclaiming the month of May 2024 as National Foster Care Month in Lake County and in so doing, urges all citizens to join in a national effort to raise awareness about the importance of foster care and resource family care.

Executive Summary
The California Child and Family Services Review (C-CFSR) System was formed as a result of the passage of the Child Welfare System Improvement and Accountability Act (AB 636) in 2001 and modeled after the Federal CFSR. The C-CFSR was designed to improve outcomes for children in the child welfare system while holding county and state agencies accountable for the outcomes achieved. The County's System Improvement Plan (SIP) serves as a roadmap of measurable goals and strategies to be implemented by Child Welfare Services and Probation Department to improve safety, permanency and well-being of children. The SIP has specific measurable outcomes for system of care of children and families that is completed every five years. Lake County's 2021- 2025 SIP was delayed due to several unforeseen variables, including the COVID-19 pandemic. Lake County was granted an extension from CDSS and has been consulting with CDSS to create the current SIP which includes the required SIP Narrative and Chart.
Lake County Department of Social Services and Lake County Probation Department are requesting your approval for the November 2021 to November 2025 System Improvement Plan.

The California Speedboat Association (CSA) will host the Buckingham Test and Tune Boat and Car Show Friday May 17 - Sunday May 19, 2024. The permit is valid for the day prior to the event (May 16th) and the day after the event (May 20th) to allow for event set-up and breakdown. There will be approximately 30 boats participating on a show track to exhibit their classic vessels.
This event will require the Board to authorize the closure of approximately 600 feet lakeward of zero feet Rumsey line at the Buckingham Homes Association office. A 1-2/3 mile exhibition course, covering an approximately 2,570 by 1,232 feet area (approx.. 65 acres), will be clearly marked with buoys. The boat ramp at Buckingham Homes Association office will be used for launch and retrieval of boats. (Attachment 1. Site Map). The area of closure is to be used for scheduled demonstrations for public viewing. Members of the public are prohibited from entering and participating in the event demonstration area.
Your Board has the authority to grant this temporary closure pursuant to Section 11.3 of Chapter 23 of the Clear Lake Shoreline Ordinance. This Ordinance allows your Board to authorize a closure if it finds that the proposed uses are appropriate but require special regulations or separation from other uses.
County of Lake Legal and Risk Management have reviewed the proposed event and provided a "Hold Harmless Agreement" signed by the CSA Commodore, Scott Courts (Attachment 3. Hold Harmless).
We do not find this item to cause conflict therefore it is recommended as a consent item on the agenda.

WHEREAS, maternal mental health is an issue of great concern to Lake County's parents, families, health care providers, and our community at large; and
WHEREAS, struggles with mental health can affect any mother, regardless of age, race, or income level; and
WHEREAS, Black, Indigenous, and People of Color who are mothers experience struggles with their maternal mental health at higher rates than their white counterparts; and
WHEREAS, many women are not adequately informed about, screened, or treated for pregnancy and postpartum mood and anxiety disorders; and
WHEREAS, heightened awareness and stigma reduction are essential for improving outcomes for mothers, children, families, and communities; and
WHEREAS, pregnancy and postpartum mood and anxiety disorders are highly treatable through therapeutic intervention, community-based supportive services, and medication; and
WHEREAS, health service providers and community support systems must be able to identify risk factors and symptoms in order to provide prompt diagnosis, treatment, and support services that enable full and speedy recovery; and
WHEREAS, Mother-Wise is a countywide nonprofit that provides respectful, informative, and judgment-free support to Lake County mothers and caregivers so that maternal mental health issues are destigmatized, and all aspects of motherhood are honored. They conduct mental health screenings, offer one on one check-ins with trained staff, provide virtual and in-person support groups, classes, and workshops, operate a donation closet of baby and maternity items, provide car seats to families in need, and much more. All of their services are free, and they support thousands of Lake County moms a year. Mother-Wise supports all the grandmothers, daughters, aunties, sisters, and mothers of Lake County coming together in support of maternal mental health month. Maternal mental health now leads to stronger families and communities tomorrow.
NOW THEREFORE BE IT PROCLAIMED that the Board of Supervisors of the County of Lake does hereby designate the month of May 2024 as Maternal Mental Health Awareness Month in Lake County and does commend this observance to all citizens.

WHEREAS, there are many different types of OI with symptoms that range from mild to life-threatening, with variable clinical features such as fracture frequency, muscle strength or extra-skeletal problems affecting vision, hearing or other body organs and functions; and
WHEREAS, because there is no cure for OI, treatment focuses on minimizing fractures, the surgical correction of deformity, reducing bone fragility, maximizing mobility and independent function; and
WHEREAS, it is estimated that approximately 25,000 to 50,000 people in the United States have OI and with good medical treatment and supportive care, the majority of people will lead healthy, productive lives with an average lifespan; and
WHEREAS, increased funding is needed for education and research to help find more effective treatments; and

WHEREAS, Lake County Flotilla has continued to provide free life jackets to youngsters by participating in community activities which promote child safety and educating the boating public in safe boating practices; and
WHEREAS, Flotilla 08-08 of Lake County will continue its efforts to educate the boating public by resuming safety patrols, free vessel safety checks, and to encourage boaters to practice safe boating habits and to wear life jackets.

The Lake County Resource Conservation District (RCD) is seeking letters of support for their grant application to the to the Governor's Office of Planning and Research (OPR) for the Forest Sector Market Development Grant with the Lake County Community Risk Reduction Authority JPA (RRA) as the Funded Partner.
The Governor's Office of Planning and Research was appropriated $2 million in F/Y 2023-24 for a competitive grant program that focuses on forest sector market development with a special emphasis on developing long-term feedstock contracts and improving landscape resilience to wildfire. The Forest Sector Market Development Grant program will award funds to applicants that can demonstrate the capacity to implement new public entities to manage forest biomass supplies at the local and regional level.
The Lake County Resource Conservation District will be applying for $175,000 for consulting services to position the RRA to serve as a biomass broker and create a funding mechanism for their sustainability. This opportunity will support the Lake County Risk Reduction Authority JPA and foster collaboration among local and tribal governments.

Executive Summary
Lake County Behavioral Health Services, in partnership with the Lake County Probation Department, secured funding through AB 109 to expand services for justice-involved individuals. To that end, a lease for the office space at 9055 High 53 in Lower Lake has been negotiated. This space would be occupied jointly by Probation and Behavioral Health staff, with some shared and some separate spaces. This will enable us to more effectively and cohesively serve this population.
The lease is paid for entirely through AB 109 funding for the first year. Following that, Medi-Cal revenue and realignment funding can provide sustainability. It may also be possible to secure additional AB 109 funding to support the continuation of this work.
This lease has been reviewed and approved by the County Space Committee. Significantly, we negotiated the lease to ensure repair and replacement of major building systems is the responsibility of the property owner.

Executive Summary
Your Board has previously approved resolutions regarding an applicant's ability to opt-out of cannabis entirely, partially reduce the size of cannabis cultivation, and the corresponding imposition of cannabis tax.
This resolution consolidates these matters and declares a cannabis cultivator must notify the Community Development Department of any proposed reduction in cannabis cultivation, whether partial or complete, by June 1st of each calendar year. Furthermore, unless said notification is timely made to the Community Development Department, cannabis cultivation tax will be imposed at the maximum canopy area permitted pursuant to the use permit.
In prior years, the Community Development Department and Treasurer- Tax Collector's office have had many requests all the way into December to make adjustments after the season is over. This resolution serves to highlight messaging that cannabis operators must make this notification prior to the deadline to adjust their cannabis taxes.
