The project applicant is HEART CONSCIOUSNESS CHURCH, INC. (HARBIN HOT SPRINGS) proposing a General Plan Amendment from Rural Lands to Resort Commercial. A Rezone from Rural Lands to Planned Development Commercial. The Design Review Combining District is proposed for removal. A General Plan of Development and Major Use Permit for a Specific Plan of Development to allow the operation of a mixed use commercial resort with overnight accommodations, including but not limited to spa facilities, educational seminars, special events and restaurants.
