This proclamation Designates the Month of June 2023 as LGBTQIA+ Pride Month in Lake County BOARD OF SUPERVISORS, COUNTY OF LAKE, STATE OF CALIFORNIA Proclamation DESIGNATING THE MONTH OF JUNE 2023, AS LGBTQIA+ PRIDE MONTH IN LAKE COUNTY WHEREAS, the United States was founded on the principle of equal rights for all people, but the fulfillment of this promise has been long in coming for many Americans. Some of the most inspiring moments in our history have arisen from civil rights movements bringing one group after another from the margins to the mainstream of American society; and WHEREAS, in the movement toward equal rights for lesbian, gay, bisexual, transgender, queer, questioning, intersex, asexual (LGBTQIA+) and people of all other gender identities and sexual orientations, a historic turning point occurred on June 28, 1969, in New York City, with the onset of the Stonewall Riots. During these riots, LGBTQIA+ citizens rose up and resisted police harassment that arose out of discriminatory criminal laws that have since been declared unconstitutional. In the four decades since, civil rights for LGBTQIA+ people have grown substantially, and LGBTQIA+ pride celebrations have taken place around the country every June to commemorate the beginning of the Stonewall Riots; and WHEREAS, California has been a leader in advancing the civil rights of its LGBTQIA+ citizens, and while further progress is needed, it is important to recognize and celebrate the substantial gains that have been achieved; and WHEREAS, while LGBTQIA+ Americans remain marginalized and under attack through legislation in states across our country, the Lake County Board of Supervisors stands firm against intolerance, discrimination, and injustice,, and is deeply committed to fostering communities where all people can live free and authentic lives; and WHEREAS, LGBTQIA+ residents in Lake County represent our families, our friends, our neighbors, our teachers, our employees and our community leaders. Across all religions, races, and communities there are LGBTQIA+ people helping our nation to become a more perfect union in reaching our ideals proclaimed in our Declaration of Independence that all people are created equal and therefore deserve to be embraced and treated as equals. NOW, THEREFORE, BE IT PROCLAIMED the Board of Supervisors of the County of Lake does hereby proclaim June 2023 as "LGBTQIA+ Pride Month" in Lake County and calls upon its residents to eliminate prejudice everywhere it exists and celebrate the diversity of our communities. Executive Summary

Lake County Behavioral Health Services, like most Mental Health Plans across California, is struggling with recruit and retain licensed and/or waivered staff to provide critical therapeutic services. Despite this, there are significant workforce efforts taking place within the Department that have resulted in several staff completing graduate education and eligibility to register with the Board of Behavioral Health Sciences to earn hours towards their licensure as an Associate Marriage and Family Therapist or an Associate Clinical Social Worker. LCBHS does not have the internal capacity to provide clinical supervision. Recognizing this state-wide need, CalMHSA went out to bid on behalf of Counties for remote clinical supervision services resulting in the contract now before your Board.

Executive Summary

The California State Association of Counties (CSAC) has recently announced "AT HOME," a first-of-its-kind comprehensive plan to address homelessness effectively and equitably. The six-pillar plan includes broad goals and specific policy proposals to ensure clear lines of responsibility and accountability for every level of government while improving the way California collectively responds to homelessness. AT HOME was developed after nearly a year of an all-county effort to analyze barriers to addressing homelessness and developing solutions tailored to the unique needs of California communities. Throughout this effort, CSAC has engaged State Administration, Legislature, and federal leaders to further effective policy recommendations and the AT HOME Plan. AT HOME is designed to be a collaborative effort which recognizes that local officials understand local challenges and are best equipped to develop solutions that work for their residents. Collaboration and input from California counties is critical to this effort. CSAC requests that your Board adopt the AT HOME Resolution and approve the proposed letter of support to further this effort in addressing homelessness.

Executive Summary

This request to hire Victor Rico at Step 5 is based on Mr. Rico's extensive experience and the need of our communities for a dedicated Welfare Fraud Investigator. After reviewing Mr. Rico's qualifications, the Classification, Compensation, Recruitment, and Retention Committee (CCRR) unanimously voted to grant him the Step 5. This following describes those qualifications: * Victor Rico has over nine years of experience in the law enforcement field. This includes being a School Resource Officer for the City of Lakeport, a Deputy Sheriff for Lake County Sheriff's Office, and a Police Officer for Lakeport Police Department. * Mr. Rico has been awarded Basic, Intermediate, Advanced, and Supervisory Certificates from California Peace Officers Standards and Training (POST). He is also a Rangemaster, which means he can conduct firearms instruction for the other peace officers in our department. A permanent, full-time Rangemaster is needed because we currently have our Extra Help DA Investigator acting as our temporary Rangemaster. Mr. Rico is also trained to instruct in the areas of D.A.R.E., Less Lethal, and Tasers. * Mr. Rico's investigative skills/training include: working as a Detective with the Lakeport Police Department, where he gained experience writing search warrants; attending a week-long "Interview and Interrogation" course; and preparing many successfully prosecuted investigations. * Mr. Rico is fluent in Spanish, which is vital when approximately 5% of our Welfare Fraud referrals are Spanish speaking. Currently, the Welfare Fraud Investigators have to either ask for the assistance of an outside law enforcement agency to conduct home contacts, or try to conduct the interview with a translator which is difficult and sometimes ineffective. Aside from the qualifications, Mr. Rico is also a long-time resident of Lake County, graduating from Kelseyville High School.

Since 2010, T-Mobile has leased space from the County on the Courthouse roof to provide cellular communications antennas. T-Mobile West LLC desires to renew that license agreement. Staff negotiated the following changes to the agreement in exchange for T-Mobile's continued occupancy of the licensed area on the Courthouse roof: 1. A five year initial renewal term with three additional optional five year terms. 2. A provision allowing for renegotiation of the annual cost-of-living adjustment if the cost-of-living exceeds 7.5% for a period of at least one year.

The Sheriff's Department requests approval to exceed the 900 hour extra help limit on the following employees: Chris Macedo and Douglas Pike are each assigned to Court Security and funding is reimbursed through the Trial Court Security Account. Emil Devincenzi and Kevin Odom are assigned to the Marine Patrol Division. Funding is reimbursed through the Department of Boating and Waterways. Each of these employees are PERS retirees and will not exceed 960 total hours in this fiscal year. Von Morshed is assigned to Administration and her hours may exceed the 960 hour limit. She is not a PERS retiree and is not governed by the same rules that apply to PERS retirees. Jim Adams and Wanda Soliz are assigned to the jail and their hours may exceed the 900 hour limit but will not exceed 960 hours.

I respectfully request Board approval to close Adult Services, Child Welfare Services, Employment Services, and Eligibility/Administration Social Services facilities to the public on Wednesday, June 22nd, 2023, from the hours of 10:00 am - 5:00 pm. Adult Services and Child Welfare Services protective services staff will remain on call and available. Eligibility will maintain a skeleton crew to meet emergency service mandates. With a percentage of our staff working remotely and with Social Services being housed in multiple locations around the lake, joint gatherings are difficult to accomplish during public serving hours. This in-person event will include information sharing, team building exercises, and employee appreciation for the monumental work done by the DSS staff. Thank you for your consideration in this matter.

Executive Summary

Lake County Pumpers, a licensed contractor, will help Adult Service (AS) clients attain stable housing by providing a range of plumbing and septic related services on an as needed basis, utilizing a portion of the Home Safe Program grant funds. Services include but are not limited to, the installation of septic tanks, sewage pumps, air pumps, drain fields, riser lids, and outlet filters. Contractor will also provide repairs to septic systems and conduct inspections, soil analysis, soil excavation, and sewage disposal. According to the Better Business Bureau, Lake County Pumpers has an active license, #1075999. Social Services requested informal written quotes from multiple agencies in March 2023. Two bids were received, and Lake County Pumpers was chosen due to their better pricing and wider range of services.

The Department of Social Services (DSS) has negotiated a one-year extension of the existing Lease agreement with the building owner, OMarshall, Inc. The Department of Social Services maintains leases for all buildings it occupies and cannot evaluate purchasing an office location, or relocating as a possible long-term cost saving alternative due to the consequential disruption a relocation would pose for the community, insufficient office space availability in the County, and the projected fiscal impact to the Department. Waiving the formal bidding process provides the community uninterrupted services at a familiar location and financial savings for the Department. DSS has rented the space at this location since 2009.This Contract will extend the lease for one year.

Executive Summary

The 2023-24 Megabyte Property Tax System maintenance contract and database support and web services addendums are presented herein for your consideration and approval. The MPTS Property Tax System Maintenance Agreement includes software maintenance, database administration, user training, Online Business Property Filing Licensing/Support, Tax Sale Maintenance/Support and Transient Occupancy Tax Licensing/Support. The Maintenance Agreement for fiscal year 2023-24 is $224,965. The Web Services addendum provides online tax bills and e-payment processing for an additional $6,463.00. These expenditures are offset by the Tax Cost fee of $20 for delinquent 2nd installments. Primary users of the system are the Tax Collector, Auditor and the Assessor. The county has more than 150 registered users on the system and provides online public access via the Tax Collector's website.

Executive Summary

The Treasurer - Tax Collector's (T-TC) office presently utilizes the services of RT Lawrence (RTL) for payment processing services within our office, including both Tax and Treasury divisions. Utilizing equipment and RTL software, staff is able to scan checks to ensure a record of their imagery here, as well as integrate that information into the Megabyte system through functionality supported by RTL. Other counties have utilized RTL's services in an expanded capacity, through lockbox processing of their checks. In this system, a County has their property tax checks remitted to a PO Box accessible at RTL's facility in Southern California. RTL processes those checks, and transmits a file a digitally to our office. While there are many lockbox services, including those offered through our bank, RTL is unique in its already existing integration capacity with Megabyte. All other services would presently require additional steps from our staff to complete the transactions on the both the Treasury and Tax side. T-TC staff has nearly completed its conversion to RTL's Check 21 electronic check transmittal process. This final step will allow the lockbox payment processing to occur seamlessly through electronic processes once it is set up. Your Board authorized these funds in mid-year budget so approving this agreement would be the final step necessary in this process. With this approval, it will be possible to have this service in place for both unsecured and secured property taxes this year.

Some of the most inspiring moments in our history have arisen from civil rights movements bringing one group after another from the margins to the mainstream of American society; and WHEREAS, in the movement toward equal rights for lesbian, gay, bisexual, transgender, queer, questioning, intersex, asexual (LGBTQIA+) and people of all other gender identities and sexual orientations, a historic turning point occurred on June 28, 1969, in New York City, with the onset of the Stonewall Riots. During these riots, LGBTQIA+ citizens rose up and resisted police harassment that arose out of discriminatory criminal laws that have since been declared unconstitutional. In the four decades since, civil rights for LGBTQIA+ people have grown substantially, and LGBTQIA+ pride celebrations have taken place around the country every June to commemorate the beginning of the Stonewall Riots; and WHEREAS, California has been a leader in advancing the civil rights of its LGBTQIA+ citizens, and while further progress is needed, it is important to recognize and celebrate the substantial gains that have been achieved; and WHEREAS, while LGBTQIA+ Americans remain marginalized and under attack through legislation in states across our country, the Lake County Board of Supervisors stands firm against intolerance, discrimination, and injustice,, and is deeply committed to fostering communities where all people can live free and authentic lives; and WHEREAS, LGBTQIA+ residents in Lake County represent our families, our friends, our neighbors, our teachers, our employees and our community leaders. Across all religions, races, and communities there are LGBTQIA+ people helping our nation to become a more perfect union in reaching our ideals proclaimed in our Declaration of Independence that all people are created equal and therefore deserve to be embraced and treated as equals. The County's proposal requested $2,996,546 in two program areas: (1) $2,196,546 was requested to support cannabis code enforcement to address cannabis in all its forms in Lake County (legal, illegal, and environmental); (2) $800,000 was requested for the Lake County Office of Education to administer a comprehensive "WRAP" program to provide access to services for Lake County youths in need. Cannabis Code Enforcement Grant highlights: * Purchase of a drone and provide drone training and attain FAA certifications and applicable licensure. Executive Summary

Since California voters approved Proposition 64 in 2016, commercial cannabis cultivators, retailers and other cannabis business owners have faced a complex and ever-changing landscape of state and local laws, ordinances and regulations. On the county side of the equation, rapid shifts in policies have been attended by chronic staffing shortages and turnover. Lake County's ordinance requires discretionary use permits for commercial cannabis activities, but apart from annual inspections the county does not routinely monitor or measure compliance. This largely hands-off policy is compounded by reported difficulties getting real-time licensing information from the state Department of Cannabis Control. While there is some level of cooperation between state and local agencies for enforcement against illicit cannabis sites, including environmental enforcement, such cooperation is intermittent and difficult to quantify. For their part, Lake County residents and visitors have no practical way to view or assess information regarding state-licensed commercial cannabis activities occurring within the county. The California Cannabis Authority (CCA) is a joint-powers authority (JPA) that was created to help counties develop and apply regulations, improve compliance, and boost transparency. Among its other services, CCA has developed a robust data platform that integrates and analyzes track-and-trace data and other data sets. The data platform can be used to ensure that adequate tax payments are being made; assist law enforcement and code enforcement officers with accurate and defensible information; provide public health officials with product information, including product origin and workflows; and inform community planning efforts by understanding locations, concentrations and potential future land-use patterns. The software platform also features a public-facing "dashboard" that displays aggregated data about local cannabusinesses. CCA operates under CSAC Finance Corp. The JPA is self-funded by a fee, calculated for each member, based upon the total sales within the jurisdiction. This amount will be commensurate with the amount of data generated, and equitable to each member's costs. While the CCA data platform is not inexpensive, it is cheaper and potentially more effective than "staffing up" one or more county departments to better monitor and measure compliance by cannabis permittees. Ongoing staffing concerns should not deter or block efforts aimed at achieving better compliance. Joining CCA and leveraging track-and-trace data will help the county work smarter, not harder. A presentation is planned by CCA Executive Director Greg Turner to help answer any questions. A representative of NCS Analytics, which operates the CCA platform, will attend remotely. Cannabis Tax Usage Policy Thirty percent (30%) of commercial cannabis cultivation and business tax funds are generally allocated to planning, code enforcement, water resources and/or environmental health programs and services whose costs are not fully recovered by planning fees and administrative fines. This agenda item proposes to apply unspent 2022-23 revenues allocated for planning and code enforcement purposes for the initial CCA membership and software subscription in FY 2023-24. The breakdown is $28,000 for the annual JPA membership and an estimated $110,000 for the compliance software. Similar to cannabis tax revenue estimates, the estimated software fee may vary based on the number and size of cannabis business licenses being tracked in a given year. Your board may wish to give direction to staff to research possible method(s) of cost recovery.

Section 2-3A.2 of Article 1, Chapter 2 of the Lake County Code presently reads: "3A.2 Supervisors shall, in addition, be entitled to mileage and travel expenses incurred in the conduct of official business in accordance with the County mileage and expenses policies. Supervisors shall also be entitled to mileage for each mile necessarily traveled going to and from their residence to the Courthouse in Lakeport, California; such mileage shall be deemed to be in the conduct of official business for purposes of this section. The mileage reimbursement rate shall be computed at the rate of twenty-seven cents ($0.27) per mile." Staff Recommends consideration of the following proposed language: "3A.2 Supervisors shall, in addition, be entitled to mileage and travel expenses incurred in the conduct of official business in accordance with the County of Lake Travel and Reimbursement Policy." Section 2-3B of Article 1, Chapter 2 of the Lake County Code presently reads: "3B.1 Mileage.
