Cannabis Discretionary Funds are allocated to each Supervisor. Supervisor Simon has requested the use of $62,600 of his Cannabis Discretionary Funds for this project.
The agreement presented for your consideration provides funds to the Lower Lake Community Action Agency for removal of hazardous trees, tree trimming and debris removal at the Lower Lake Cemetery. Lower Lake Community Action Agency will be responsible for obtaining a contract with a third party to perform these services.

Executive Summary
AB 2553 provides guidance to local governing bodies for declaring a shelter crisis. The need for a shelter is crucial to provide respite and safe shelter for those experiencing homelessness. This declaration will only be utilized to help support a temporary shelter. Once an emergency has been declared, the Continuum of Care and Behavioral Health of Lake County will continue to pursue solutions for permanent shelters. The HHAP Round 4 grant application was approved by the Board of Supervisors recently in hopes to obtain funding to provide a permanent shelter in the future. Both groups are dedicated to finding solutions and ensuring that all shelters provide adequate and appropriate services to those in need.

Executive Summary
The California Department of Forestry and Fire Protection found that its aerial and group surveys in Napa and Lake County revealed widespread conifer mortality leaving trees vulnerable to insect attacks and fire damage. On March 28, 2022, Governor Newsom issued Executive Order No. 7-77, that states the ongoing drought will have significant immediate impacts on communities. In response, the Lake County Risk Reduction Authority created the Lake County Tree Mortality Task Force established to investigate and address the extensive tree mortality in the County caused primarily by wildfire, drought and insect damage.
The Lake County Tree Mortality Task Force members have attended several presentations from individuals with considerable expertise in both entomology and tree mortality, including Forest
Advisor Dr. Michael Jones, an entomologist from University of California Cooperative. The overriding message was that failure to actively address tree mortality could result in the potential loss or degradation of forest habitats and associated ecological impacts, including the impact of wildlife, water and soil. And as such, create dangerous wildfire conditions that also threaten the safety of persons and property and will likely extend beyond the capacity of public safety services, personnel, equipment, and facilities of this County.
This Resolution requests the following actions from Governor Newsom; 1) Proclaim a State of Emergency in Lake County and other afflicted areas of the State, 2) Seek designation of tree mortality areas within Lake County and other afflicted areas of the State under Section 8204 of the Agriculture Act of 2014 and seek additional Federal program support; and 3) Request a Presidential Declaration of Emergency or Major Disaster for this emergency.

Child Abuse Prevention Month
April 2023
WHEREAS, over 3.6 million children are reported abused and neglected in the United States each year; and its estimated that over 1,750 children died from abuse and neglect in a single year; and
WHEREAS, child abuse prevention is a community problem all citizens should become more aware of the effects of child abuse and its prevention, and finding solutions depends on the involvement of people throughout the community; and
WHEREAS, communities must make every effort to promote programs and activities that create strong and thriving children and families; and
WHEREAS, effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, religious and civic organizations, law enforcement agencies, the business community and supporting parents in raising their children in safe and nurturing environments; and
WHEREAS, current local initiatives to prevent child abuse include: Building Resilience a countywide collaboration, Adverse Childhood Experiences, Nurturing Families Program, Differential Response, RCS Wrap Around Services, Motherwise and the Protective Factors; and
WHEREAS, events being held for the month of April this year are the Pinwheel Challenge, and child abuse information is being shared on media for the month. April 12th is wear blue for children day. April 15th in Lakeport at Library park and April 29th at Austin Park in Clearlake will be the children's festival. Placemats are being placed at local businesses around the lake that support the month of April as child abuse prevention.
NOW, THEREFORE, the Lake County Board of Supervisors does hereby proclaim April 2023, as "Child Abuse Prevention Month" in Lake County and calls upon its citizens, community agencies, religious organizations, medical facilities, and businesses to increase their participation in our efforts to prevent child abuse, thereby strengthening the community in which we live.

WHEREAS, National Poetry Month was launched by the Academy of American Poets in April 1996 to celebrate the integral role of poets in our culture and that poetry matters; and
WHEREAS, National Poetry Month has become the largest literary celebration in the world, with tens of millions of readers, students, K-12 teachers, librarians, booksellers, literary events curators, publishers, families, and-of course- poets, marking poetry's important place in our lives; and
WHEREAS, the County of Lake recognizes the contributions of poetry and literary arts for enriching the literary and cultural attributes of society; and
WHEREAS, the County of Lake acknowledges the relationship between poetry and political freedom in the exercise of free speech in forms recognizable by people all over the world; and
WHEREAS, the County of Lake recognizes that poetry represents one of the most enduring forms of expression, and contributes to the historical continuity of civilization.

The County of Lake, Public Health Services Division is requesting Board approval to designate the week of April 3-9, 2023 as National Public Health Week.
During the first full week of April each year, the American Public Health Association (APHA) brings together communities across the United States to observe National Public Health Week (NPHW) as a time to recognize the contributions of public health and highlight issues that are important to improving our nation's health. For over 25 years, APHA has served as the organizer of NPHW. Every year, the Association develops a national campaign to educate the public, policymakers and practitioners about issues related to each year's theme.
This year's theme is "Centering and Celebrating Cultures in Health; Our cultures have always shaped our health. We learn from the communities we're born in and that we build together. For this NPHW, we look to community leaders as our health leaders. We celebrate the unique and joyful ways different cultures focus on health. And we look to how we can learn from each other, with humility and openness."
Lake County Health Services would like to take this opportunity to highlight the ways each division promotes the health of community members, as well as the collaborations that allow them to do so. The National Public Health Week proclamation will also emphasize the importance of health equity and striving to reduce health disparities in marginalized populations.

Executive Summary
Pursuant to Chapter 6, Article 1 of the Lake County Code empowers the Director of Emergency Services to proclaim the existence or threatened existence of a local emergency when Lake County is affected by, or likely to be affected by a public calamity and the Board of Supervisors is not in session. During the existence of this local emergency, the powers, functions and duties of the Director of Emergency Services and the emergency organization of the County shall be those prescribed by state law, and by ordinance and resolutions of this County, approved by the Board of Supervisors, and by the Lake Operational Area Emergency Operations Plan, as approved by the Board of Supervisors.
On April 21, 2021, the Governor of the State of California proclaimed a State of Emergency for the Counties of Sonoma and Mendocino due to extremely low reservoir levels and drought conditions. Inasmuch, Lake County water table levels are at significantly to critically low levels and are being continuously monitored.
Based upon low water levels, the County may have to consider measures to address the water shortages. These measures may include taking steps to conserve water by practicing water conservation efforts, including, but not limited to repairing leaking plumbing, limiting non-essential watering, limiting car washing, filling bathtubs halfway or less, using high-efficient appliances, reducing shower times, only washing full loads of laundry, turning off water when brushing teeth or shaving, planting drought resistant landscaping and implementing other practices that reduce water consumption. Short or long-term solutions are costly; however, the County may be eligible for State or Federal assistance should the need arise to address drought issues if conditions persist.
Therefore, the declaration of an emergency will allow the County to qualify for funding that has been specifically set aside for drought relief purposes. Programs within the State focus on ground water management, conservation and recapture/recycle initiatives.
By declaring a local emergency, the County is taking a pro-active approach to address drought related disaster issues. In addition, with the adoption of a proclamation declaring a state of local emergency, State law requires the Board of Supervisors to review the status of the emergency at least once every 30 days.

Section 6-5 of the Lake County Code empowers the Director of Emergency Services to proclaim the existence or threatened existence of a local emergency when Lake County is affected or likely to be affected by public calamity. Such a Proclamation shall expire seven days after issuance unless confirmed and ratified by the Lake County Board of Supervisors. On this date, the Lake County Sheriff/OES Director has proclaimed a local emergency for the January 2023 Atmospheric River Event and ratification by the Lake County Board of Supervisors is needed.

Executive Summary
The Programmable Logic Controller at the North Lakeport Water Treatment Plant has become less reliable and more erratic in its operation. It has required reboots and resetting multiple times in the past 6 months. A failure of this PLC would be critical to the plant operation requiring manual operation of the plant in order to continue to produce water for the district. Funding for the replacement equipment and installation was approved in the recent mid-year budget adjustment. Programming within the PLC is specific to the North Lakeport water treatment plant. Control Systems West was the original contractor responsible for the control equipment and programming during construction of the plant. Staff requests that the Board waive the competitive bid process due to the unique nature of the goods or services and approve the purchase and installation of the replacement equipment by Control Systems West for an amount not to exceed $125,000 and authorize the Special Districts Administrator to issue a purchase order for the work.

The American Rescue Plan Act (ARPA) of 2021 allocated a one-time 100% federal SNAP (Supplemental Nutrition Assistance Program) administrative funding to California for additional investments in CalFresh for three federal fiscal years (FFY 2021-2023). For this current FFY, California was awarded $44 million in federal funding. The approved spending plan for California included a funding allocation for county technology enhancements of $12.3 million in federal funds.
The Lake County Department of Social Services was awarded $164,005 for use in supporting the administration of the CalFresh program through technology purchases.
We have received a quote for 107 laptops, 162 docking stations, and 260 monitors on the Dell State of California NASPO contract, a cooperative purchase contract available to state and local government entities in California. California Multiple Award Schedules (CMAS) agreement number 3-22-06-1045.
We are requesting your board's permission to issue a purchase order in the amount of $163,949.67 for the purchase of this equipment.

Executive Summary
On March 13, 2023, the Lake County Housing Commission held a Public Hearing to review the proposed Housing Choice Voucher Program Administrative Plan for 2023. Attendees at the Public Hearing included a member of the Resident Advisory Board and LCHC Staff. During the 45-day public comment period that preceded this hearing, the LCHC received no comments in regard to the proposed Plan. During the hearing, staff gave a presentation detailing the proposed changes to the Plan from 2022 to 2023. There were no recommended revisions to the proposed plan, and it was approved to submit to HUD as written.
In addition to Board approval of the Plan, the LCHC is requesting the Chair of the Board of Housing Commissioners sign the Annual Civil Rights Certification (HUD Form HUD-50077-CR) as required by HUD each year.
Included with this memo is a summary of the Plan revisions and HUD Form HUD-50077-CR for signature.

Recommended Action
Staff recommends that the Board, sitting as the Board of Housing Commissioners, approve the Housing Choice Voucher Program Administrative Plan for 2023 and authorize the Board Chair to sign the attached form HUD-50077-CR (Annual Civil Rights Certification and Board Resolution).
Once these items are approved and signed by the Board, they will be electronically submitted to HUD before the April 17, 2023 deadline.

WHEREAS, over 3.6 million children are reported abused and neglected in the United States each year; and its estimated that over 1,750 children died from abuse and neglect in a single year; and
WHEREAS, child abuse prevention is a community problem all citizens should become more aware of the effects of child abuse and its prevention, and finding solutions depends on the involvement of people throughout the community; and
WHEREAS, communities must make every effort to promote programs and activities that create strong and thriving children and families; and
WHEREAS, effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, religious and civic organizations, law enforcement agencies, the business community and supporting parents in raising their children in safe and nurturing environments; and
WHEREAS, current local initiatives to prevent child abuse include: Building Resilience a countywide collaboration, Adverse Childhood Experiences, Nurturing Families Program, Differential Response, RCS Wrap Around Services, Motherwise and the Protective Factors; and
WHEREAS, events being held for the month of April this year are the Pinwheel Challenge, and child abuse information is being shared on media for the month. April 12th is wear blue for children day. April 15th in Lakeport at Library park and April 29th at Austin Park in Clearlake will be the children's festival. Placemats are being placed at local businesses around the lake that support the month of April as child abuse prevention.
NOW, THEREFORE, the Lake County Board of Supervisors does hereby proclaim April 2023, as "Child Abuse Prevention Month" in Lake County and calls upon its citizens, community agencies, religious organizations, medical facilities, and businesses to increase their participation in our efforts to prevent child abuse, thereby strengthening the community in which we live.

On January 31, 2023 during the Annual Governance Workshop your Board requested by your Board options to increase the County contribution toward employees health care. The table below presents three options for your Board's consideration.
Staff recommends increasing the maximum monthly County contribution for insurance coverage from $1,000 per month to $1,500 per month for each employee enrolled in a County sponsored group medical, dental, vision insurance plan effective, July 1, 2023.
In order to make this benefit available to all employees, staff is recommending your Board authorize the County Administrative Officer to execute resolutions for Management and Confidential Units A and B to increase the maximum monthly County contribution for insurance coverage from $1,000 per month to $1,500 per month for employees who are enrolled in a County sponsored group medical, dental, vision insurance plan, effective July 1, 2023.
Staff also recommends offering this same benefit to all our bargaining units, and your Board authorize the County Administrative Officer to execute side letters to increase maximum monthly County contribution for insurance coverage from $1,000 per month to $1,500 per month for all employees are enrolled in a County sponsored medical, dental, vision insurance plan, effective July 1, 2023 with the following units:
* Units 3, 4, 5 Lake County Employee Association
* Unit 6, Lake County Correctional Officers Association
* Unit 8, Lake County Deputy District Attorney Association
* Unit 10, Lake County Safety Employee Association
This change does not affect bargaining units 17 LCSMA and unit 16 LCDSA, which will continue to be provided their 80/20 health insurance.

Executive Summary
In 2022, the Public Services Department, in coordination with the Sheriff's Office, solicited proposals from qualified firms to provide comprehensive architectural/engineering services for conversion of the former California Army National Guard Armory facility into space that will support Lake County Sheriff's patrol and administrative staff including, but not limited to: office space, training rooms, records storage, evidence storage and evidence processing.
The request for proposals resulted in seven proposals being received. A consultant selection committee was convened in accordance with the County's consultant selection policy, and the committee's unanimous recommendation was to award the project to the highest ranked firm, Dewberry Architects. Staff has completed negotiations with Dewberry Architects and recommends your Board's approval of the attached agreement for a feasibility assessment, program development, and schematic design in an amount not to exceed $247,926.00. Funding for the project is included in Budget Unit 1785 - Sheriff / Public Safety Facilities.

Attached for the Board's review and approval is Contract Change Order No. 2 for the subject project.
This change order addresses modifications to the contract scope of work to enhance correctional officer safety and work efficiency. Modifications are for overhead lighting, dimmer switches, network outlets and additional receptacles. The result is an increase of $12,155 to the contract amount for a revised contract total of $462,055.
