4.1CANNABIS WORKSHOP - (a) Consideration of Staff Reports during Cannabis Workshop #2; (b) Direction to staff to prepare the Cannabis Cultivation Ordinance for first reading at the next regular Board meeting; and (c) Direction to staff to prepare draft Cannabis Distribution and Manufacturing Ordinances for the consideration of the Planning Commission during March 2018, returning to your Board during your 4th Cannabis Workshop on April 19, 2018.

Clerk’s notes: (a) CAO Carol Huchingson introduced the item. The following Department Heads gave a report on the impact to their department. Sheriff Brian Martin, Ag Commissioner Steve Hajik, Public Works Director Scott DeLeon, Special Districts Administrator Jan Coppinger, PS Director Lars Ewing, WR Director Phil Moy, AQ Director Doug Gearhart gave a written comment read by CAO Carol Huchingson, as he could not attend the workshop.
(b) Community Development Director Bob Massarelli presented the item to the Board. Senior Planner Michelle Irace was present and gave a PowerPoint presentation.
Chair Steele asked if anyone present wished to speak, with a 2 minute limit, and the following people spoke: Jason Oren, Lance Williams, Mark Lewis, Jack Walogyn, Brenna Sullivan, Bobby Dutcher, Robert Adelman, Ron Green, Mike Mitzel, Richard Knoll, Bob Scala, Chris Jennings, Bob Lipari, Diane Henderson, George Lelones, Pat Scully, Kapono Kurin, ______________, Daniel Cenern, Eric Skalar, Richard Durham and Joan Moss. No one else wished to speak and the public input portion of this item was closed.
(c) Community Development Director Bob Massarelli presented the item to the Board.
