Clerk’s notes: Ceva Giumelli, Betty Cortez, Raul Gardea and Tom Jordan spoke. Mr. Jordan, from the Scotts Valley Band of Pomo Indians, presented Supervisor Tina Scott with a tribal blanket as a token of the tribes' appreciation.
8.39:10 A.M. - (a) Consideration of Continuation of a Proclamation of a Local Health Emergency by the Lake County Health Officer; and (b) Update and Discussion on Sulphur Fire Recovery Proclamation approved — Pass

(a) On motion of Supervisor Steele, and by vote of the Board, approved the Continuation of a Proclamation of a Local Health Emergency by the Lake County Health Officer. The motion carried by the following vote:
Clerk’s notes: (a) Lake County Health Officer Dr. Karen Tait presented the item to the Board. Dr. Tait recommended the continuance of the Local Health Emergency. (b) Environmental Health Director Ray Ruminski reported on the Sulphur Fire. A total of 134 properties are registered on the right of entry permit. Several lots have been completed and several are waiting on the asbestos clean up. 8 properties are using a private contractor and 17 properties will be on the abatement list. The average time for clean up is three working days per lot. County Administrative Officer Carol Huchingson gave an update regarding the North Bay Wildfire recovery meeting hosted by Senator McGuire in Sacramento on November 27, 2017. Chair Smith asked if anyone present wished to speak. No one wished to speak and the public input portion of this item was closed.
8.49:30 A.M. - (a) Public Hearing to Solicit Citizen Input regarding the 2017 Notice of Funding Availability (NOFA); and (b) Consideration of Resolution Approving an Application for Funding and the Execution of a Grant Agreement and any Amendments thereto from the Notice of Funding Availability (NOFA) for 2017 Community Development Block Grant Program (CDBG) Public Hearing approved — Pass

There was Board consensus for staff to develop a Request for Proposal (RFP) to secure a party to either purchase, lease with option to purchase, or long-term lease, and develop the facility in a way which would contribute toward generation of an economic engine for Lucerne, the North Shore, and all of Lake County and return to the Board for consideration of proposals.
