8.69:30 A.M. - Public Hearing to Solicit Citizen Input and Receive Comment for Possible Projects for Community Development Block Grant Applications under the 2016 Butte and Valley Wildfire Recovery Disaster Notice of Funding Availability (NOFA)

On motion of Supervisor Brown, and by vote of the Board, directed staff to work with Contractor Jeff Lucas to develop a list of priorities on items discussed for possible projects within the Community Development Block Grant Applications under the 2016 Butte and Valley Wildfire Recovery Disaster Notice of Funding Availability (NOFA). The motion carried by the following vote:
Clerk’s notes: County Administrative Officer Carol Huchingson introduced the item. Contractor Jeff Lucas presented the item to the Board. Mr. Lucas stated $7.6 million dollars is available for disaster area housing development to benefit low and moderate income households, blighted situations and urgent need. An urgent need situation would be to repair or replace infrastructure that was in place before the fires. These funds are available on an annual cycle for economic development planning.
Chair Smith opened the public hearing and the following people spoke: Phil Murphy, Ed Robey, Magdalena Valderrama and Greg Peters. No one else wished to speak and the public hearing was closed.
8.79:45 A.M. - Consideration of Bond Issuance - Konocti Unified School District

There was Board consensus to continue the Bond Purchase Agreement portion of this item to May 16, 2017.

Clerk’s notes: County Counsel Anita Grant presented the item to the Board with additional information and language that would revise the resolution and agreement if the Board moved forward with this item.
